For candidates who do not meet the admission requirements of the inflow place due to special reasons, the provincial college admissions committee of the inflow place should actively coordinate the safety treatment of the outflow place and, in principle, return to the outflow place to take the college entrance examination. It is necessary to strictly examine candidates' household registration, student status and actual attendance in conjunction with relevant departments, and severely crack down on "college entrance examination immigrants."

Those who obtain college entrance examination qualifications by means of abnormal household registration, fraudulent use of household registration, and issuance of false certification materials should be dealt with severely according to the law. It is necessary to strengthen policy propaganda, organize middle schools at key nodes such as freshmen's enrollment, and familiarize students and parents with the college entrance examination registration policy.
