The Institutional Functions of Dalian Water Affairs Bureau

(three) to strengthen the conservation, protection and rational allocation of water resources, ensure the safety of urban and rural water supply, and promote the sustainable utilization of water resources; Strengthen flood control and drought relief, and reduce losses caused by floods and droughts.

Second, the main responsibilities

(a) the implementation of national and provincial guidelines, policies, laws and regulations on water management; To formulate local laws, regulations and policies and supervise their implementation.

(two) to organize the formulation of the city's long-term water conservancy development plan and annual plan; Organize the preparation of the city's water professional planning, and organize the implementation.

(three) responsible for the scientific allocation and protection of water for life, production and operation and ecological environment; Unified management of the city's water resources (including surface water and groundwater), in conjunction with the relevant departments to manage hot water and mineral water resources; Organize the preparation of long-term supply and demand planning and water distribution plan of water resources in the whole city and across regions and supervise the implementation; Organize the investigation and evaluation of water resources, organize the implementation of the water intake permit system, the paid use system of water resources and the water resources demonstration system; Release the city's water resources bulletin; Coordinate the city's hydrological work.

(four) to formulate the city's planned water use and water conservation policies, formulate water conservation plans, formulate industry water standards, organize, guide and supervise water conservation work; Guide and promote the construction of water-saving society.

(five) to organize the preparation of water resources protection planning; Organize the formulation of water function zoning and supervise the implementation; Approved water pollution capacity, put forward opinions to limit the total amount of sewage; Organize the implementation of drinking water source protection, and participate in the formulation of policies and plans for the prevention and control of water pollution and water environment protection in the city; Organize and guide the management of sewage outlets into the river; Guide the development of unconventional water resources.

(six) to organize and guide the city's water administrative supervision and water administrative law enforcement; Coordinate and arbitrate water disputes between departments and between districts, cities and counties.

(seven) to undertake the supervision and management of state-owned assets in the water system; Put forward suggestions on water prices and charges; Be responsible for putting forward opinions on the investment scale, direction and fund arrangement of water conservancy fixed assets and organizing their implementation.

(eight) to organize the preparation and review of the proposal and feasibility report of large and medium-sized water conservancy infrastructure projects in the city, and supervise the implementation of technical quality standards of water conservancy industry and regulations and norms of water conservancy projects.

(nine) to organize and guide the management and protection of the city's water facilities, waters and coastline; Organize and guide the management and development of rivers and estuaries in the city; In conjunction with the relevant departments to manage river sand mining, organize the implementation of river sand mining permit system; Guide the construction and operation management of water projects, and organize the implementation of important water projects with control or cross-regional city and county boundaries.

(ten) responsible for the work of production safety in the water industry; To undertake the emergency work of coordinating public emergencies in water affairs.

(eleven) responsible for the supervision and management of urban water supply industry; Organize and coordinate the supporting work related to water facilities in urban construction.

(twelve) to guide the city's rural water conservancy work; Organize and guide the capital construction of farmland water conservancy in the city; Guide the construction of socialized service system of rural water conservancy in the city; Organize and guide the city's soil and water conservation work, and organize soil erosion monitoring and comprehensive prevention and control.

(thirteen) responsible for the implementation of the city flood control and drought relief headquarters scheduling orders, organization, coordination, supervision and guidance of the city's flood control and drought relief work; Organize the implementation of flood control demonstration system; Prepare the city's emergency plan for flood control and drought relief and organize its implementation; To undertake the daily work of the Municipal Flood Control and Drought Relief Headquarters.

(fourteen) to organize and guide the city's water conservancy science and technology, information construction and foreign economic and technological cooperation and exchanges.

(fifteen) organization, guidance and supervision of the city's large and medium-sized reservoir resettlement support work.

(sixteen) to undertake other tasks assigned by the municipal party committee and municipal government.
