I. Administrative institutions

According to the Notice on Printing and Distributing issued by the Central Organization Department and the former Ministry of Personnel (Group Tongzi [2006] No.27), public institutions must have public affairs management functions authorized by laws and regulations with reference to the management of civil servants. Institutions that undertake all or part of administrative functions are one of them. Supply and marketing cooperatives, grain bureaus, government agencies, immigration bureaus, seismological bureaus, development research centers, etc. They are the first batch of institutions approved to participate in official business in 2007. Similar institutions involved in public services include provident fund center, social security bureau, real estate bureau and archives bureau. In this round of institutional reform, such institutions have been explicitly abolished, and their administrative functions have been stripped off and integrated into other administrative institutions with similar functions. In the future, there will be no additional or separate administrative institutions, and the words "commission, office and bureau" are clearly not allowed in institutions. After the revocation of an administrative institution, it will be transferred according to the nature of its functions, or it will be merged into an administrative organ as an internal institution and gradually transformed into a government institution, or it will be stripped of its administrative functions and changed into a public welfare institution, retaining the identity and treatment of the original participants until retirement.

Institutions that fully or mainly undertake administrative power participate in public services. In the classification reform of public institutions, it is clearly required to completely abolish administrative institutions and transfer administrative power to organs. Before the new round of reform of party and government organizations, the institutions that undertake administrative functions in provinces, cities and counties have been reformed first, the institutions that fully undertake administrative functions have been abolished, the institutions that mainly or partially undertake administrative functions have been retained or integrated, and the administrative functions undertaken by the three types of units have all been assigned to the competent authorities according to their management authority. Similarly, due to the scarcity of administrative establishment, the total amount control is implemented, and all institutions that undertake administrative functions are placed under administrative organs in full accordance with the principle of "compilation goes with things and people go with people", and the possibility of replacing them with administrative establishment is extremely small. Most of them will still be retained or diverted to other institutions, and after the transition period, they will cancel their participation status and become institutions.
