2 1944 From 26 August to 1417 October, representatives of the United States, Britain, the Soviet Union and China held a meeting at Dumbarton Oak Park, an ancient manor near Washington. The meeting outlined the basic outline of the Charter of the United Nations and solved the main problems of establishing the United Nations.
1At the Yalta Conference held in February, 945, when the participating countries made a decision to hold a constitutional convention in San Francisco, they suggested that China and France should be the sponsors of the San Francisco Conference together with Su Meiying (at that time, France had established an interim government). The Government of China accepted this proposal. France agreed to attend the meeting, but decided not to be a sponsor, because France thought that it had not participated in the consultations of the Dumbarton Oak Park meeting and Yalta meeting, and could not ask other countries to sign the charter that it had not participated in.
1On June 26th, 945, the San Francisco Constitutional Convention was successfully concluded and the Charter of the United Nations was formally signed. Article 23 of the Charter clearly stipulates that the five permanent members of the Security Council are the United States, Russia, China, Britain and France. The status of the five permanent members has since been formally established.
The Charter also stipulates the principle of "unanimity of major powers": that is, when the Security Council votes on non-procedural issues, as long as one major power disagrees, the resolution cannot be passed.
