Regulations on Compulsory Education in Yushu Tibetan Autonomous Prefecture (revised on 20 14)
The people's governments at all levels in the Autonomous Prefecture and their relevant departments shall perform their duties as stipulated in this Law and guarantee the right of school-age children and adolescents to receive compulsory education.
Parents or other legal guardians of school-age children and adolescents shall ensure that they enter school on time to receive and complete compulsory education.
Schools that implement compulsory education according to law should complete the education and teaching tasks in accordance with the prescribed standards and ensure the quality of education and teaching.
Social organizations and individuals should create a good environment for school-age children and adolescents to receive compulsory education. Article 3 Compulsory education must adhere to the socialist orientation, conscientiously implement the educational policy of the Party and the state, and implement quality education, so as to lay a foundation for cultivating construction talents with all-round development in morality, intelligence, physique, aesthetics and labor.
Autonomous Prefecture shall establish a guarantee mechanism for compulsory education funds to ensure the smooth implementation of compulsory education. Article 4 The implementation of compulsory education shall be governed by a management system in which the people's governments of states, counties (cities) and townships (towns) are responsible and the counties (cities) are the mainstay.
The education administrative department of the people's government at or above the county (city) is responsible for the implementation of compulsory education. Other relevant departments of the people's governments at or above the county (city) level shall perform the relevant duties of implementing compulsory education according to law.
The township (town) people's government shall assist the education administrative department of the people's government at the county (city) level to implement compulsory education. Article 5 The people's governments at all levels in Autonomous Prefecture shall, according to the national macro-objective of developing education, formulate medium-and long-term plans for the implementation of compulsory education in their respective administrative areas, give priority to the development of basic education, rationally allocate educational resources, promote the balanced development of compulsory education, ensure the consolidation rate of compulsory education, and improve the quality of education and teaching. At the same time, actively develop preschool education and special education, laying a solid foundation for ensuring the all-round development of ethnic education and the smooth implementation of the strategy of rejuvenating the country through science and education.
Autonomous Prefecture encourages social education, social education must follow laws, regulations and policies, and adapt to the adjustment of state and county (city) education layout. Article 6 It is forbidden for any unit or individual to use religion to hinder the implementation of compulsory education and to engage in religious activities in schools. Chapter II Responsibilities Article 7 The main responsibilities of the national people's government in implementing compulsory education are:
(a) to formulate plans for the implementation of compulsory education in this administrative region and organize the implementation of compulsory education in this administrative region according to law;
(two) conscientiously implement the party and the state's educational principles, policies, laws and regulations, and strengthen the leadership of compulsory education;
(3) Taking into account local economic and social development, adopting policies and measures, school-running modes and working steps suitable for local conditions, and promoting the development of compulsory education;
(four) to raise funds for education through multiple channels, guide the development of social assistance activities, increase investment in education, rationally plan and set up primary and secondary schools, and strive to improve the conditions for running schools, and gradually make them meet the standards for running compulsory education formulated by the provincial people's government;
(five) to strengthen the construction of the education team, according to the development scale and trend of the school, timely review and report the staff establishment, fully supplement the teachers, and balance the allocation of teachers. Improve teachers' working, learning and living conditions and improve their social status;
(six) hold regular meetings on education, study and solve major problems in compulsory education, and report the work of compulsory education to the Standing Committee of the people's congress at the same level on a regular basis. Eighth county (city) people's government in the implementation of compulsory education:
(a) responsible for the development of compulsory education in the region planning, specific organization and implementation of compulsory education;
(two) according to the actual needs, scientifically adjust the layout of schools in this area, set up boarding schools reasonably, and ensure that children and adolescents living in scattered areas receive compulsory education;
(three) conditional areas, set aside a certain amount of land and grass hills for boarding primary and secondary schools in rural and pastoral areas, to help carry out work-study programs;
(four) according to the number of school staff approved by the province and state;
(five) to co-ordinate the funds for running schools, improve the conditions for running schools, allocate the land needed for building and expanding school buildings in accordance with the relevant provisions, and organize the implementation of the renovation of dilapidated buildings and the construction of school buildings in primary and secondary schools;
(6) If schools need to be set up in newly-built towns, immigrant villages and communities, they should be planned as a whole and implemented simultaneously, and the newly-built schools must meet the conditions and standards stipulated by the state;
(seven) to maintain the order around the school and provide security for the school;
(eight) organize student activities. Ninth township (town) people's government in the implementation of compulsory education:
(a) to formulate measures and methods to achieve the goal of compulsory education planning to ensure effective implementation;
(two) actively mobilize and organize school-age children and adolescents within the jurisdiction to receive compulsory education on time. Help solve the difficulties for school-age children and adolescents to receive compulsory education and prevent school-age children and adolescents from dropping out of school;
(three) to maintain the security around the school and ensure the normal order of education and teaching;
(four) to consolidate the achievements of compulsory education and improve the quality and level of compulsory education;
(5) Attach importance to and develop preschool education.
