What do you mean by nine categories of citizens?

"Nine groups of people", including:

(1) College graduates. Refers to graduates who are unemployed and have full-time secondary schools, higher vocational colleges, junior colleges, undergraduate courses, graduate students and other academic levels, as well as vocational students who have obtained vocational skill level certificates and vocational education graduation certificates (including collective accounts in this Municipality).

(2) laid-off workers. (3) Returning migrant workers. Refers to the rural household registration personnel in this city who have been engaged in work and business outside the domicile for more than 1 year within the working age stipulated by the state, and hold relevant certificates of going out to work and business.

(four) "peasants" personnel. Refers to the residents of this city who are registered as urban residents because the rural collective land is expropriated (used) by the government according to law. Except when the land acquisition has been placed for employment and the household registration relationship has moved out of this city.

(5) Immigrants in the Three Gorges reservoir area. Refers to the flooded immigrants and land-occupying immigrants in the Chongqing reservoir area of the Three Gorges Project in this city.

(6) disabled people. Refers to the city residents who hold the People's Republic of China (PRC) Disabled Persons' Card and the People's Republic of China (PRC) disabled soldiers Card and have the entrepreneurial ability.

(7) Retired soldiers in urban and rural areas. Refers to all retired noncommissioned officers and conscripts with urban household registration and rural household registration within the administrative division of this Municipality. Retired soldiers who meet the resettlement conditions, except those who have been resettled.

(8) Cultural and creative personnel. Refers to the city residents engaged in culture and art, animation and games, education and training, consulting and planning, products, advertising, fashion design and other industries.

(9) information technology personnel. Refers to the residents of this city who are engaged in Internet services, software development and information technology service outsourcing services.
