Chapter One: Adjusting the content of Article 38 of the Constitution.

Article 1: For the sake of public health and safety, citizens' right of assembly granted by Article 38 of the Constitution is temporarily restricted. Within 60 days from the date of promulgation of this law, it is forbidden to observe a safe social distance in public or private places used for public activities, and it is forbidden to hold an assembly or stay that leads to "major health risks" without taking personal protective measures such as wearing masks to prevent the spread of the virus.

Article 2 The government has the right to stop people gathering activities that seriously threaten health and safety and violate epidemic prevention measures issued by relevant departments within its jurisdiction. However, the principles of equality, non-discrimination and reasonableness should be observed on the basis of health and safety requirements.

Article 3 Anyone who violates this Law shall be given a warning by the relevant department and ordered to make corrections.

The government can impose a fine of 30 to 1000 floating currency units (about 38,700 to 129 1000 Uruguayan pesos calculated according to the average wage index of Uzbekistan) on those who do not comply with this law, and pursue their legal responsibilities. According to Law 19.874, the fine will be used for the "COVID-19 Solidarity Fund".

Article 4: The government may extend the time limit of the temporary restrictive measures mentioned in Article 1 once, each time for 30 days.

Chapter II: Adjusting the content of Article 37 of the Constitution.

Article 5: Entry by land, sea, river and air is prohibited from the date of promulgation of the law to 202110 (inclusive).

Article 6: As a special case, the following persons are allowed to enter the country:

A international trade commodity transporters or humanitarian and health relief workers.

B. Persons who have obtained return air tickets from Ukraine before February 6, 2020 and obtained entry permits from relevant Ukrainian departments.

Article 7: The government is authorized to extend the time limit in Article 5 of this Law for 60 days at a time, and has the right to examine and approve other persons who have sufficient reasons to enter the country except Article 6.
