The administrative departments for poverty alleviation and development of the people's governments of cities (prefectures, the same below) and counties (cities, the same below) (hereinafter referred to as the administrative departments for poverty alleviation and development of cities and counties) are responsible for the management of poverty alleviation and development in their respective jurisdictions.
Planning, finance, civil affairs, ethnic affairs committees and other departments at all levels and the Agricultural Bank shall carry out poverty alleviation and development work within their respective functions and duties.
The Provincial Land Reclamation Bureau is specifically responsible for the management of poverty alleviation and development in this system, and accepts the guidance and supervision of the provincial department in charge of poverty alleviation and development. Article 6 The provincial people's government shall, in accordance with the relevant provisions of the state, determine the key counties and villages for poverty alleviation and development (hereinafter referred to as key counties and villages), and make regular confirmation and timely adjustment.
People's governments at all levels shall incorporate the poverty alleviation work for rural disabled people into the poverty alleviation and development plan, organize it in a unified way and implement it simultaneously. Article 7 The rural poor households whose per capita net income has been lower than the national standard for three consecutive years and have the ability to work are identified as the main targets of poverty alleviation and development after individual application, discussion and adoption by villagers' congresses or villagers' congresses, posting and approval by the people's government of a township (town, the same below). Eighth to encourage and support organs, enterprises, institutions, social organizations and individuals to actively participate in designated assistance and donations, relief and other assistance activities. Ninth people's governments at all levels should implement the responsibility system for poverty alleviation and development, and ensure that the goal of poverty alleviation and development is achieved as scheduled.
People's governments at all levels shall commend and reward units and individuals that have made remarkable achievements in poverty alleviation and development. Chapter II Planning Management Article 10 When formulating poverty alleviation and development plans for counties and key villages, people's governments at all levels shall, in accordance with the principles of centralized support, whole village promotion, planning to villages and poverty alleviation to households, define poverty alleviation objectives, development projects, safeguard measures, assisting units and sources of funds.
People's governments at all levels should take poverty alleviation and development planning as the main basis for reporting and approving poverty alleviation and development projects, arranging poverty alleviation funds and accepting poverty alleviation and development work, and incorporate it into local national economic and social development planning. The revision or adjustment of the poverty alleviation and development plan shall be approved by the original approval authority. Chapter III Fund Management Article 14 Poverty alleviation funds mainly include: central and local financial poverty alleviation funds, work-for-poverty funds, discount loans for poverty alleviation, donations from social organizations and individuals, and poverty alleviation funds raised by relevant departments. Fifteenth provincial people's government shall, according to the poverty alleviation and development plan and the annual poverty alleviation and development tasks, make overall arrangements for poverty alleviation funds in accordance with the principles of openness, fairness and justice, and concentrate them on key counties, key villages and poor farmers.
After the central financial poverty alleviation funds and work-based relief funds arrive in the province, they should be allocated to the county together with local financial poverty alleviation funds within 1 month and a half. Sixteenth people's governments at or above the county level shall, according to the needs and financial situation of poverty alleviation and development, and in accordance with the provisions of the state and the province, gradually increase the input of financial poverty alleviation funds and incorporate them into this year's fiscal budget. Seventeenth financial poverty alleviation funds are mainly used for: rural roads, bridges and culverts, basic farmland construction, farmland water conservancy construction, to solve the problem of drinking water for people and livestock; Develop farming and aquaculture; Implementing poverty alleviation through science and technology (introducing excellent varieties, popularizing and training advanced practical technologies, etc.). ); Develop rural basic education, medical and health care, cultural radio and television.
Work-for-relief funds are mainly used for infrastructure construction in poverty-stricken areas, improving people's production and living conditions and ecological environment, focusing on building rural roads, bridges and culverts, building basic farmland, building small and micro farmland water conservancy, solving drinking water for people and livestock, and carrying out comprehensive management of small watersheds (including afforestation, fruit forest planting, animal husbandry and grassland construction); It is suitable for poverty alleviation and development of infrastructure construction in immigrant villages in different places.
Poverty alleviation fund management fees and poverty alleviation development training fees are extracted and used in poverty alleviation funds in accordance with relevant state regulations.
