Xitan Village of Huaitoutala Town is located in the southwest of Huaitoutala Town, 57 kilometers away from Delingha City and 2 kilometers away from Huaitoutala Town Government. In 2003, Huaitou Tara Farm was handed over and a new village was established. There are 724 people in 3 cooperatives and farmers 174 households, including Mongolians, Tibetans and Hans, among whom Han is the majority. The disadvantages and problems to be solved are that since the establishment of Xitan Village in 2003, the villagers are composed of immigrants from Haidong counties and some farmers from the original farm, with mixed personnel and many poor households. Village collectives have been established for a short time, with weak foundation and difficult management. At present, the primary problem facing the development of Xitan Village is that the aquaculture area has not been built because of the lack of funds and bases. Up to now, the residential areas are inhabited by people and animals, which is messy and brings a lot of inconvenience to farming. Secondly, in order to better develop agriculture, Xitan Village needs to increase irrigation channels 10 km and build 7 field roads and bridges. Finally, with the growth of the village and the increase of population, some villagers who need to separate households have no plots, which leads to more disputes and contradictions in the village.

Future development direction and demand of Xitan village

The future development direction of Xitan Village is the separation of human and livestock, that is, the separation of residential areas and breeding areas. Residential areas have been planned and constructed in a unified way, while aquaculture areas have not been built because of lack of funds and bases. The mixed living of people and animals in residential areas leads to dirty, chaotic and poor conditions, which also restricts the development of aquaculture in Xitan Village. In order to adapt to the development requirements of "one township, one industry, one village, one product", Xitan Village established a breeding association, mainly raising cattle, because the shortage of funds has not yet been officially put into operation. In Xitan Village, the per capita arable land is 4 mu, and the arable land area is relatively sufficient. The village committee plans to introduce excellent crop varieties, implement "less grain and refined grain", and at the same time use the remaining arable land to grow cash crops or forage to develop animal husbandry and promote the economic development of Xitan Village. In order to meet the requirements of building a new socialist countryside and strengthen the infrastructure construction in the village, it is planned to build kindergartens, elderly activity centers and village-level libraries in the village to enrich farmers' spiritual and cultural life.

There are tourist attractions such as Crook Lake-Tuo Su Hu Wetland Nature Reserve, Chaidamu Haloxylon Nature Reserve, Baishushan, Tubo Tomb and Crook Lake near Xitan Village, and there are specialties such as Crook Lake Hairy Crab, Qinghai Dongguo Pear, Delingha Ciba, Delingha Yogurt and Delingha Hand-grabbed Mutton.
