For farmers living in the mountains, deep mountains and distant mountains in underdeveloped mountainous areas, they lack basic production and living conditions, lack of natural resources, inconvenient transportation, relatively closed information and poor living environment. Can they move down the mountain, improve their production and living conditions, enhance their development ability and realize a well-off life of poverty alleviation in different places?

Although in recent years, poor mountainous areas, as underdeveloped mountainous counties, have achieved remarkable results in running a well-off society, there are still many difficulties and problems due to various reasons:

(1) It is more difficult for farmers to go down the mountain and the cost increases. According to the survey, most of the people who can move down the mountain are farmers with better economic conditions, while those with relatively poor economic conditions are difficult to move down the mountain for a while. In addition, due to the appreciation of the land in the central town and village below the mountain, the land index is strictly controlled, and the relocation cost is increasing year by year. It is even more difficult for farmers living in the mountain to move down the mountain to build houses and settle down at resettlement sites.

(2) Farmers' ideological concepts are relatively backward, and their cultural quality needs to be improved. Most farmers have lived in the mountains for generations, with inconvenient transportation, poor information, backward economy, low educational level, outdated ideas and old-fashioned lifestyles. They are used to the farming method of "working at sunrise and resting at sunset", living a self-sufficient life, living within their means, and the process of adaptation and integration after going down the mountain is relatively slow.

(3) Lack of skills and poor employability. Because farmers living in mountainous areas live a single farming life, with low educational level, poor cultural quality and lack of training, it is difficult to find a way to get rich whether developing efficient agriculture or going out to work and do business.

(4) There are many down poverty points, which are scattered. According to the survey, there are more than 230 downhill settlements in the county, of which only 120 is large. Some settlements are small and scattered.

(5) Poverty alleviation funds are limited, and infrastructure construction is relatively backward. Because there are many poverty-stricken areas, the matching funds of provinces, cities and counties are limited, but the infrastructure of various settlements must be readily available. Therefore, the funds of down poverty point are relatively scattered, the construction of supporting facilities in some settlements lags behind, and the conditions for comfortable living are poor.
