Article 1 In order to strengthen the management and supervision of rural electricity prices, effectively reduce the burden on farmers and promote rural economic development, these Measures are formulated in accordance with the spirit of the Price Law of People's Republic of China (PRC) and the Electricity Law of People's Republic of China (PRC). Article 2 Rural electricity prices are divided into industrial (including non-industrial and general industrial) electricity prices, agricultural production electricity prices, rural residents' living electricity prices and non-residential lighting electricity prices. Article 3 The rural electricity price consists of the national catalogue electricity price, the Three Gorges Project Construction Fund, the Xin 'anjiang Reservoir Resettlement Fund, the electric power construction fund (fee), the provincial poverty alleviation power supply fund, the provincial gap thermal coal price difference, the guiding electricity price difference, and the rural low-voltage power grid maintenance fee and loss.

(1) national catalogue electricity price. Strictly follow the catalogue electricity price approved by the State Planning Commission and the Ministry of Electric Power every year. If the rural distribution transformer is a rural collective asset, the catalogue electricity price shall be increased, and the transformer loss shall be borne by the user; If the distribution transformer belongs to the assets of the power sector, the catalogue price shall be charged according to the low voltage level, and the transformer loss shall be borne by the power sector.

(2) Three Gorges Project Construction Fund. 1.5 minutes per kwh, of which rural residents and small and medium-sized fertilizer production electricity is charged at 3%, and the electricity for irrigation and drainage and large-scale water transfer stations in poor counties is exempted.

(5) Provincial poverty alleviation funds. Rural residents' domestic electricity consumption is 6% per kWh except for exemption, and the collection period is implemented according to the provisions of the provincial government.

(7) Guide the price difference. Guiding electricity consumption includes new power plants, retired units, local small fire (fire) power plants and inter-provincial processing electricity consumption, and the price difference level is implemented according to the standards approved by the price department at the next higher level. In order to reflect the policy of supporting agriculture, there is no guiding price difference for rural residents' domestic electricity consumption; In principle, there is no guiding price difference for electricity consumption for agricultural production. If it is really unbearable for industry and commerce, electricity consumption for agricultural production can also be appropriately charged.

(eight) rural low-voltage power grid maintenance fees. The rural low-voltage power grid is maintained, updated and managed by the township (town) Dianguanzhan, which charges a certain low-voltage power grid maintenance fee. Low-voltage power grid maintenance costs include rural power grid operation costs, depreciation, repair costs, rural electrician remuneration, etc. To determine the charging standard, we should not only consider the development of rural power industry, but also consider the affordability of users. Specific standards by the county (city) price department in conjunction with the power sector to put forward opinions. After being audited by the corresponding departments of the provincial cities, it will be implemented after being submitted to the provincial balance. The maintenance fee of low-voltage power grid is only charged to rural low-voltage users, and only a certain electrician's remuneration is added to the special transformer users who charge electricity in township (town) power management stations. The management of low-voltage power grid maintenance fees shall be the responsibility of the township (town) fulgurite station or county agricultural power station, and shall be accounted for separately. The year-end balance shall be carried forward to the next year and shall not be used for other purposes. The annual revenue and expenditure shall be announced to the masses at the beginning of the following year and subject to supervision and inspection by relevant departments.

Losses mainly include low-voltage power grid line losses, transformer losses and meter losses. The line loss and transformer loss of rural low-voltage power grid only refer to the loss of rural collective power assets, and the table loss refers to the loss of farmers' watt-hour meters. All property rights losses belonging to the assets of the power sector shall be borne by the power sector. Low-voltage line loss, transformer loss and meter loss shall be budgeted by the county (city) price department in conjunction with the electric power department and converted into electricity price, without increasing the meter loss and meter loss of users. Users of township-specific transformers do not bear the power loss of rural low-voltage power grids. Township (town) substations must take the low-voltage line loss as one of the indicators for assessing village electricians, and strive to control the low-voltage line loss rate within 65438 02%. Article 4 Counties (cities) shall implement a classified comprehensive electricity price system on the premise of keeping the current overall electricity price level unchanged. Gradually realize the same power grid, the same voltage level, the same power consumption category, and implement the same electricity price standard. At present, in principle, one county (city) has one price. If the price of a county (city) is difficult to reach the designated position in one step, several townships (towns) can implement one price, and one county (city) price will be implemented in the whole province by the end of 1999. The classified comprehensive electricity price is calculated by the price department of the county (city) jointly with the electric power department in accordance with the principle of "fixed support by revenue", and the price department of the provincial municipality jointly with the electric power department shall report it to the provincial balance after the audit. The comprehensive classified electricity price calculation in rural areas should strictly implement the national and provincial electricity price policies, and it is not allowed to arbitrarily increase the project or raise the electricity price level in disguise. In principle, the classified comprehensive electricity price is approved once a year, and the surplus generated in the implementation is used to stabilize the rural electricity price level and transform the rural power grid in the next year; The underpaid part will be made up when the electricity price is adjusted next year. Fifth county (city) power supply bureaus that have implemented the contract responsibility system for township (town) power management stations should strengthen management and strive to improve the contracting methods. The balance contracted by township (town) power management stations is mainly used to make up for the shortage of funds for rural power grid maintenance and transformation and reduce the electricity price level next year. It is forbidden for township (town) fulgurite stations to contract electricity charges to village or village electricians.
