Chapter I General Provisions Article 1 In order to make rational use of water resources, promote water conservation, ensure the necessary operation management and overhaul costs of water conservancy projects, and give full play to the economic benefits of water conservancy facilities, these measures are formulated in accordance with the Measures for the Administration of the Approved Collection of Water Fees for Water Conservancy Projects issued by the State Council and combined with the actual situation in our province. Article 2 These Measures shall apply to water conservancy facilities invested by the state and managed by water conservancy departments. All water conservancy projects should implement paid water supply. Industry, agriculture and all other water users must pay the water fee to the water conservancy project management unit according to the regulations. Article 3 People's governments at all levels shall strengthen their leadership in the management of water fee collection, educate the broad masses of cadres, the masses and water users, care for water conservancy facilities, protect water resources, save water and pay water fees in accordance with regulations. Fourth water conservancy project management units belong to the nature of the cause, according to the requirements of enterprise management, independent management, independent accounting; It is necessary to establish and improve various rules and regulations, implement the responsibility system, strive to improve economic benefits, and earnestly do a good job in the collection, management and use of water charges. Chapter II Water Fee Collection Standards Article 5 The water fee standards shall be based on the cost of water supply and determined according to the national economic policies and water resources conditions; All kinds of water are examined and approved separately.

Water supply costs include operation management fees, major repair fees, depreciation fees and other expenses that should be included in the cost according to regulations. The water supply cost on which agricultural water charges are based does not include the depreciation of fixed assets of farmers' investment and labor.

Urban domestic and industrial water, according to the water supply cost plus a certain annual surplus, the annual surplus is calculated according to 4 ~ 6% of the investment in water supply projects. Sixth agricultural water, where there are conditions for charging, should be collected by the employer.

First, the gravity irrigation project of the diversion reservoir, with the inlet of the branch canal as the metering point, charges three points per cubic meter;

Four, the river (including springs, lakes, the same below) gravity irrigation project to branch canal water intake as the measurement point, the charge per cubic meter of 2.5 cents.

At present, those who do not have the conditions to charge according to the party can temporarily charge according to the irrigation mu, and the charge per mu is 3.50 yuan to 4.50 yuan.

Municipalities can implement floating water prices according to the abundance and shortage of water resources in the region, but the floating range shall not exceed 0.5% of the standard stipulated in this article.

Irrigation water from Yellow River Diversion, when the sediment concentration per cubic meter is greater than12kg, shall not be used generally. In case of severe drought irrigation, the corresponding dredging cost should be increased on the basis of the original water fee standard.

Immigrant villages in the reservoir area take water from the reservoir for drinking water for people and livestock in the village and irrigation water for farmland, and will be exempted from water charges within five years from the date of implementation of these measures. Article 7 Industrial water:

First, water consumption, taking the water diversion of water conservancy projects as the water supply metering point. The Yellow River and the River charge 60 cents per cubic meter, and the reservoir charges 10 cents per cubic meter;

Two, water supply (after use into the original water supply system, water quality in line with national standards, and can be combined for irrigation or other benefits), 2.5 points per cubic meter. If the water pollution exceeds the national standard, it shall not return to the water conservancy facilities, and the unit that caused the pollution shall be responsible for the disposal in accordance with the relevant provisions of the state, and collect water charges according to the water consumption;

Three, circulating water (returned to the original reservoir after use, the water quality conforms to the standards prescribed by the state), 1.5 points per cubic meter.

Township, town industrial water, yellow river diversion, river diversion fee of three points per cubic meter; The library charges 4.5% per cubic meter. Eighth city public utilities water:

First, the water used for rivers and lakes in urban parks is measured at the water diversion department of water conservancy projects, with a charge of three cents and fifty cents per cubic meter;

Two, the water fee standard of urban domestic water, determined by the municipalities according to the principle of the provisions of article fifth. Ninth hydropower and state-owned agriculture, forestry, animal husbandry and fishing grounds (including fishing grounds, the same below):

1. Water for hydropower generation is charged at 1.2% per generation, of which irrigation and utilization discharge and waste water are charged at 6% per generation;

Two, state-owned agriculture, forestry, animal husbandry and fishery water, with water conservancy projects as the measurement point. The charge is 3.5% per cubic meter.

Water conservancy management units, joint ventures or other units engaged in reservoir farming, water charges are charged at 5% of the output value of the year. Tenth irrigation areas and water source projects are set up and accounted for separately, and the irrigation areas shall pay the water fee to the water source project management unit.

First, take water from the reservoir, and take the reservoir drainage hole as the measuring point. Charge 8% per cubic meter;

Second, the river, with the sluice as the measuring point. Charge seven per cubic meter;

Three, citing the Yellow River water, according to the relevant provisions of the Yellow River management unit to pay water charges. Eleventh mechanical and electrical pumping station to the head of the canal pool mouth or water pipe mouth as the metering point. Its charging standard: agricultural water supply, two to three yuan per thousand tons of rice; Urban domestic water supply is four to five yuan per thousand tons of meters; Industrial water supply, six to eight yuan per thousand tons of rice. Mechanical and electrical pumping stations rely on other water conservancy project management units to provide water sources, and the charging standards should be raised accordingly. Specific standards shall be formulated by the municipalities themselves. Article 12 Where the actual water supply metering point changes from the water supply metering point specified in these Measures, the water fee standard shall be adjusted upwards or downwards based on the fluctuation of the water loss rate of the river section moving downwards or upwards.
