First, understand the relocation and detailed compensation. People's governments at the county level in the pilot areas have set up compensation offices for mining area relocation, issued management measures for resettlement compensation including compensation for land, young crops and houses, and coordinated the relocation compensation work of local people in mining areas to realize the smooth and harmonious relocation compensation according to laws and regulations. The per capita compensation funds for land acquisition in the pilot areas have doubled compared with five years ago. The second is special compensation, which is earmarked for special purposes. The compensation fee for residents' relocation and ecological restoration in coal mining areas is 5 ~ 15 yuan per ton of coal, which is earmarked for residents' relocation compensation, housing placement, employment training, social security, comprehensive environmental management and other expenses. 3. Departments should work together to resolve contradictions and ensure the stable development of mining areas.
First, according to the principle of "graded responsibility and territorial management", all towns and villages where mining enterprises are located have set up full-time institutions to investigate and resolve conflicts between mines and land, and established a contradiction coordination mechanism with the participation of representatives of the government, enterprises and farmers and herdsmen. The second is to establish a reporting system for major issues of social stability risk assessment and a filing system for assessment reports, and implement a "red, yellow and green" three-level social stability risk assessment system. First, strictly implement the deposit system for mine geological environment restoration and management. The deposit rate in the region reached 95.2%, with a deposit of 2,083.7 million yuan. The second is to restrict the transfer of land and mining rights in areas with poor supervision over mine environmental restoration and management and mines that do not carry out mine geological environment restoration and management, and vigorously promote mine environmental improvement. The third is to carry out the activity of "one mine, one enterprise governing one mountain and one ditch". 5. Strict access, optimize layout, and promote resource conservation in mining areas.
First, strictly implement the minimum mining scale system determined by mineral resources planning. The pilot areas have strictly implemented the system that the construction scale of new underground coal mines is not less than 654.38+200,000 tons/year and the construction scale of open-pit coal mines is not less than 3 million tons/year, and the level of development and utilization of mineral resources has been greatly improved. Second, continue to promote the development and integration of mineral resources, optimize the layout of mineral development, and improve industrial concentration. Through the mining right setting scheme and the merger and reorganization of coal enterprises, the coal mines and non-coal mines in the pilot area decreased by 45.7% and 14.8% respectively. Third, the industry access threshold has been continuously improved, and the level of coal mine safety mechanization has been significantly improved. In the pilot areas, the fully mechanized coal mining rate has increased from less than 10% to over 90%, the average daily output of employees has increased from less than 2.5 tons to 19 tons, an increase of nearly 8 times, the average coal recovery rate has increased to over 80%, and the open-pit coal mine has reached over 90%. Fourth, efforts were made to promote industrial transformation and upgrading, and the industrial level was significantly improved. Ordos city has built a large number of comprehensive utilization projects of resources, such as coal gangue power generation and alumina extraction from fly ash. Coal-fired power is converted in situ, and the installed capacity of thermal power reaches120,000 kilowatts. A number of coal-to-methanol projects, coal-to-olefin projects and coal-to-dimethyl ether projects were introduced and implemented, and the coal chemical production capacity reached10 million tons.
