What does U.S. visa refusal 801 mean?

Visa refused, category code 801.

My application for a non-immigrant visa was subject to official review and for some reason I was unable to obtain this or other related types of U.S. entry permits. This includes situations such as lack of required documentation, providing false information, and failing security background checks.
