At present, Datong county and township highways 149 1 km, of which the mileage of high-grade and sub-high-grade highways is only 790 km, and more than half of them are gravel roads. It is suggested that the ministries and agencies should arrange funds in a planned and step-by-step way to rebuild the county roads in Datong while increasing the construction of rural roads. In addition, the annual highway mowing funds should be appropriately increased on the existing basis according to the specific conditions of each city.

2. Datong is the main area of coal transportation and marketing in Shanxi, and long-term over-limit transportation has caused great damage to county and township roads. According to the calculation of highway department, the damaged mileage of county and township highways managed by our bureau reached 10 10.2 km, and the direct economic loss was 70133,500 yuan. County and township highway maintenance funds are also seriously inadequate. Provincial subsidy funds have been maintained at county road 1.200 yuan/km and township road 800 yuan/km for many years, which is too low. It is suggested that the provincial offices should be inclined in funds and subsidies according to the fact that the roads in counties and townships in Datong City are seriously damaged.

3. Regarding the access project, the provincial offices know that there are 2 1 villages in our city, and the actual survey result is 189. These roads across the village have not reached the standard of Grade 4 or above, so it is suggested that the provincial offices consider them when planning.

4. According to the notice of three ministries and commissions, the road maintenance fee for non-operating agricultural vehicles will be stopped from 1 next year. Judging from the collection of Datong in 2004, the amount of tractor collection was 3.36 million yuan, and the amount of agricultural vehicles and three-wheeled vehicles reached 23 1.4 million yuan. It is suggested that the ministries and agencies delegate the collection of road maintenance fees and freight surcharges for freight vehicles below five tons to local transportation departments.

5. The financial budget management of provincial, municipal and county transportation management departments is out of line. At present, the provincial transportation management bureau directly implements budget management for the county (district) transportation management office, which is far from the actual expenditure of the county (district). It is bound to cause the county (district) to misappropriate the zuozhi phenomenon. However, the county (district) provincial transportation management bureau of the left branch allocated funds as usual, and finally settled, and all the left branches of the county (district) were deducted from the cities. On the one hand, it encourages the phenomenon of counties (districts) sitting on the branch, on the other hand, it dampens the enthusiasm of the transportation management departments of various cities and works passively. It is suggested that the ministries and agencies should straighten out the financial budget management system of the transportation management department and implement the financial management mechanism of transportation management, such as guaranteed payment, over-revenue sharing, default responsibility and strict rewards and punishments.

6. Starting from caring about the life of transportation workers, the provincial offices built a transportation housing project in Datong, but the price was too high for the workers to bear.

1, highway construction
