All departments at all levels should attach great importance to it, implement the responsibility system for the top leaders, establish a system of accountability, and strictly investigate the responsibilities. The payment standard is: based on the average salary of employees in the whole province last year when the land acquisition compensation and resettlement scheme is approved, the basic old-age insurance premium is paid at the rate of 28% (8% of which is borne by individuals), according to the actual age of land-expropriated farmers when the land acquisition compensation and resettlement scheme is approved, and according to the method of increasing the payment period of 1 year every two years from the actual age of 16, the payment period shall not exceed 1 year at most. The basic old-age insurance premium is shared by the individual landless farmers and the local government. Among them, individual contributions are paid directly from the resettlement subsidies they receive, and the insufficient part is made up by the local government. According to the actual time for land-expropriated farmers to pay the basic old-age insurance premium in full, the time for participating in the basic old-age insurance for urban workers is determined. Land-expropriated farmers shall continue to pay insurance premiums in accordance with the regulations before they meet the conditions for receiving basic pensions. After I meet the conditions for receiving the basic pension, I will receive the basic pension according to the regulations and enjoy the basic pension adjustment policy stipulated by the state.

2. Basic medical insurance. After April 2008 1 1, the landless peasants who reached the age of 16 when the land acquisition compensation and resettlement scheme was approved will participate in the basic medical insurance according to the provisions of the basic medical insurance system for urban workers. The payment standard is: based on the average salary of employees in the whole city in the previous year when the land acquisition compensation and resettlement scheme is approved, the basic medical insurance premium will be paid in a lump sum at the rate of 75%, according to the actual age of the landless farmers when the land acquisition compensation and resettlement scheme is approved, and the payment period will be increased by 1 year every two years from the actual age, and the payment period will not exceed 15 years. After being insured, land-expropriated farmers shall continue to pay the basic medical insurance premium according to the regulations before meeting the conditions for receiving the basic pension, and enjoy the basic medical insurance benefits for urban workers during the period of continuing to pay the premium and after meeting the conditions for receiving the basic pension.

After April 2008 1 1, those who meet the basic pension requirements when participating in the insurance will enjoy the basic medical insurance benefits for urban workers according to regulations. According to "Measures for Social Insurance of Land-expropriated Rural Residents in Chengdu" and "Measures for Social Insurance of Land-expropriated Rural Residents in Chengdu", individuals who have reached the age of 60 and 50 at the time of enrollment have established personal accounts for basic medical care since June 5438+ 10/day, 2009, and the personal accounts will be paid by the urban workers' basic medical insurance pooling fund.

3. Unemployment insurance. After April 1 1 in 2008, the landless peasants who reached the age of 16, men under 60 and women under 55 at the time of approval of the land acquisition compensation and resettlement plan will be included in the scope of unemployment insurance according to the provisions of the unemployment insurance system. The payment standard is: the unemployment insurance premium standard (including outpatient medical assistance) in the place where my household registration is located within 24 months from the date of approval of the land acquisition compensation and resettlement plan. The funds needed for one-time payment of unemployment insurance premiums are solved from government land income. Land-expropriated farmers who are included in unemployment insurance can enjoy unemployment insurance for a maximum period of 24 months. According to the Regulations of Sichuan Province on Unemployment Insurance, they can enjoy unemployment insurance benefits that is consistent with the unemployed in other local towns.

4. Minimum living security and medical assistance. If the family does have difficulties in life and meets the minimum living guarantee conditions of local urban residents, it will be included in the minimum living guarantee scope of local urban residents, so as to ensure that all the insurance is guaranteed. Those who meet the conditions of urban medical assistance shall be included in the scope of urban medical assistance.

(two) according to the agricultural population, social security for landless farmers. (4) Before April 2008 1 1, the landless peasants who had been resettled according to the Measures for Social Insurance of Land-expropriated Farmers in Chengdu and the Measures for Social Insurance of Land-expropriated Farmers in Chengdu (Cheng Fu Fa [2004]19) shall be implemented according to their provisions. All districts (cities) and counties should strictly implement the provisions in the Notice on Strengthening Land Regulation (Guo Fa [2006] No.31) that "land acquisition may not be approved without social security fees" and strengthen the audit of the implementation of social security for landless farmers. Before the approval of land acquisition, the social security objects, projects, standards and financing methods of land-expropriated farmers should be included in the notification and hearing procedures to ensure the right to know and participate in land-expropriated farmers. The district (city) county government should make a special explanation of the above situation when reporting the land acquisition plan.

Municipal labor and social security, land, finance and other departments should strengthen communication and cooperation, and cooperate with * * * to implement the social security review of landless farmers. Failing to implement the social security funds for land-expropriated farmers according to the requirements of this notice, and failing to fulfill the relevant procedures for land acquisition approval according to the regulations, the land acquisition declaration shall not be handled.

Five, strengthen supervision and inspection, standardize the management of social security funds for landless farmers.

All localities should formulate measures for the management of social security funds for land-expropriated farmers, strengthen supervision over the income and expenditure of social security funds for land-expropriated farmers, announce them to the public regularly, and accept the supervision of the society and land-expropriated farmers.

According to the Notice of the General Office of the State Council on Regulating the Revenue and Expenditure Management of the Transfer of State-owned Land Use Rights (Guo Ban Fa [2006]100), all the revenue from the transfer of state-owned land use rights is paid into the local treasury, and all expenditures are arranged from the land transfer revenue through the local fund budget, and a "two lines of revenue and expenditure" is implemented. The labor and social security department is responsible for the approval of the social security benefits of landless farmers and the management of fund issuance, and the specific work shall be handled by the social insurance agency.

Labor and social security, land, finance and other departments at all levels should conscientiously implement the principles and policies of the state, provinces and cities on doing a good job in the social security work for landless farmers, earnestly do a good job in the supervision and inspection of the implementation of the social security work for landless farmers, and promptly correct the problems that harm farmers' rights and interests in the process of land acquisition.
