Can Hong Kong and Macao people be soldiers?

According to Annex III of the Basic Law of the Hong Kong Special Administrative Region and the relevant provisions of the Basic Law of the Macao Special Administrative Region, the Military Service Law of People's Republic of China (PRC) is not a national law applicable to the Special Administrative Region. Soldiers are now required to register where they are registered. Moreover, at present, compatriots from Hong Kong and Macao cannot serve as soldiers in Hong Kong and Macao. At present, the PLA cannot recruit Hong Kong and Macao nationals. However, according to relevant sources, if the situation changes, for example, Hong Kong and Macao residents strongly demand to join the People's Liberation Army, then the China People's Liberation Army may open its doors to Hong Kong and Macao residents in due course.

The Basic Law of the People's Republic of China (PRC) Special Administrative Region is the constitutional document of the Region, which was formulated and adopted by the National People's Congress in accordance with the Constitution of People's Republic of China (PRC). The Basic Law stipulates the basic principles and policies of the state towards Hong Kong and the system to be implemented in the Hong Kong Special Administrative Region. The systems and policies of the Hong Kong Special Administrative Region, including the social and economic systems, the system for safeguarding the basic rights and freedoms of residents, the administrative, legislative and judicial systems and relevant policies, are all based on the provisions of the Basic Law.

The Basic Law of the Macao Special Administrative Region of the People's Republic of China is the constitutional document of the Macao Special Administrative Region. According to the Constitution of People's Republic of China (PRC), it was formulated and passed by the National People's Congress and came into force on February 20th, 1999. The Basic Law stipulates the system to be implemented in the Macao Special Administrative Region to ensure that the basic principles and policies of the state towards Macao are implemented. The systems and policies of the Macao Special Administrative Region, including the social and economic system, the system for safeguarding residents' basic rights and freedoms, the administrative, legislative and judicial systems, and related policies, are all based on the provisions of the Basic Law.

Article 8 The laws, decrees, administrative regulations and other normative documents previously in force in Macao shall be maintained, except those that contravene this Law or are amended by the legislature and other relevant organs of the Macao Special Administrative Region in accordance with legal procedures.

Article 14 The Central People's Government is responsible for the defense of Macao. The Macao government is responsible for maintaining social order in Macao.
