The Hong Kong and Macau Permit, commonly known as a two-way permit, is issued by the Exit-Entry Administration Bureau of the People's Republic of China and the Ministry of Public Security to residents of mainland China traveling to Hong Kong or Macau for private purposes. Hong Kong and Macau Permit Application Conditions
