In order to speed up the pace of urban construction, promote the coordinated development of economy and society, and safeguard the legitimate rights and interests of landless farmers, according to the Land Administration Law of the People's Republic of China and the Regulations for the Implementation of the Land Administration Law, the first batch of urban construction land expropriation is planned to be carried out in Qixingguan District of Bijie City in 2022, and the compensation and resettlement plan for land expropriation is hereby announced as follows:

I. Scope of solicitation

In 2022, the first batch of urban construction land in Qixingguan District of Bijie City was collected in Qiansuo Community of Lishu Town, Baiyanglin Community, Ganhe Community and Changchun Community of Changchun Fort Town. The specific scope of expropriation shall be subject to the red line map of land before expropriation.

The total land area of the first batch of urban construction land in Qixingguan District of Bijie City in 2022 was 7.9 193 hectares, including 7.8 13 1 hectare of agricultural land (7.4746 hectares of cultivated land, 0.065438 hectares of garden land and 0.3203 hectares of other agricultural land), and the construction land was 0./kloc-.

The compensation standards for land requisition for this batch of urban construction land are strictly implemented in accordance with the standards stipulated in the Notice of Bijie Municipal People's Government on Promulgating and Implementing the Comprehensive Land Price of Bijie Expropriation Area (Bifufa [2020] 13). Qiansuo Community in Bihai Street, Baiyanglin Community, Ganhe Community in Lishu Town and Changchun Community in Changchun Fort Town all belong to the first-class comprehensive land price area in Qixingguan District of Bijie City. The compensation standard for land acquisition is 47,000 yuan/mu, and the compensation for young crops is 2,043 yuan/mu. If there are young crops on the cultivated land expropriated at the time of land acquisition, the young crops will be compensated according to the actual losses of the crops in the current season, and if the annual losses are caused, the young crops will be compensated according to the compensation standards for young crops in various districts; If there are no young crops on the cultivated land requisitioned at the time of land acquisition, no compensation for young crops will be given. Compensation for buildings, trees and other attachments on the ground shall be implemented in accordance with the relevant compensation standards of Qixingguan District, Bijie City.

Five, resettlement objects, resettlement methods and social security

This batch of urban construction land involves people's intention to adopt monetary resettlement and social security for resettlement. In order to meet the requirements of the Notice of the Office of the People's Government of Qixingguan District of Bijie City on Printing and Distributing the Implementation Plan (Trial) of the People's Government of Qixingguan District of Bijie City on Further Improving the Employment and Social Security of Land-expropriated Farmers (Qixingfu Bantong [2012] No.272), social security resettlement measures were taken.

Six, the time, place and way to put forward opinions.

If the owners and users of the expropriated land think that the contents of the announcement and matters related to land acquisition do not conform to the provisions of laws and regulations, please put forward opinions to the Natural Resources Bureau of Qixingguan District of Bijie City within 30 days from the date of publicity.

Seven, the time, place and way of compensation registration.

The owner and user of the expropriated land shall, within 30 days from the date of announcement, apply for land compensation registration at the local township people's government (street office) with relevant certification materials of land ownership.
