What's the new policy for the college entrance examination next year?
Recently, the Ministry of Education issued the "Regulations on Enrollment of Ordinary Colleges and Universities in 2009" (hereinafter referred to as the "Regulations"). Compared with last year, there are six major changes in this year's enrollment policy, among which the conditions for candidates to take exams in different places are clarified. The reporter interviewed the relevant person in charge and asked them to interpret the policy. 1. In previous years, the Ministry of Education stipulated that three types of personnel were not allowed to register for the national unified examination: (1) college students with higher academic qualifications; (2) Students who have not graduated from senior secondary education schools this year; (three) because of the violation of the criminal law, the relevant departments have taken compulsory measures or are serving sentences. This year, two new types of personnel were added: (1) fresh graduates who registered by fraud and illegally participated in the national unified entrance examination for ordinary colleges and universities in the non-graduation year of senior secondary education (hereinafter referred to as the national unified examination); (2) candidates who used communication tools to cheat, take the test or take the test in serious circumstances in the national unified examination last year. 2. Restrict borrowing from different places Similarly, the Regulations put forward new conditions for "borrowing from different places": only under the premise that the test papers in the two places are the same and meet other relevant conditions can you apply for borrowing. The regulations are as follows: "If a person who has been working in a province (autonomous region or city) where he/she is not registered for a long time on business or his/her accompanying children really need to take the exam at his/her place of work or study, candidates can apply to the provincial admissions office where their work or study unit is located on the premise that the papers in the two places are the same, and after approval, they can go through the examination procedures in the province (autonomous region or city) where the candidates work or study. The examination and admission of candidates' answers is the responsibility of the provincial recruitment office where their household registration is located. "3. Admissions Guide 15 According to the Regulations published in April, the college admissions guide reviewed by the Ministry of Education this year will be released on the Sunshine College Entrance Examination Platform (/) after April 15 for candidates to consult. 4. Add the relevant provisions of "parallel volunteer". In this year's regulations, the relevant regulations on "parallel volunteer" have been added in the two stages of "filing" and "admission". Relevant regulations in the filing stage: "In the provinces (autonomous regions and municipalities) that implement parallel volunteer's filing, the provincial admissions office shall announce the rules of parallel volunteer's filing to the public, and provide statistics on the distribution of students to relevant universities according to the number of enrollment plans announced by universities and the proportion of candidates' files. According to the distribution of students, colleges and universities can determine the fine-tuning scheme of enrollment plan and the proportion of file transfer. After the colleges and universities in the same batch determine the number of adjustment plans and file transfer requirements within the specified time of the provincial recruitment office where the students are located, the provincial recruitment office begins to file in parallel volunteer, and is responsible for announcing the actual enrollment plans and admission scores of colleges and universities to the public. " The relevant provisions of the admission stage: "The provinces (autonomous regions and municipalities) that implement parallel volunteer's investment in employment can take the form of single-volunteer, single-investment or school-by-school, professional-by-specialty, and point-by-point search for volunteers within the policy scope. For the unfinished targeted employment enrollment plan of this batch of colleges and universities, it can be completed by supplementary recruitment of volunteers or local conversion to non-directional plans. " 5. The "second-class athlete" won the title of national second-class athlete (inclusive) or above in the stage of senior secondary education, and the fresh graduates of senior secondary education schools who have reached the technical level of second-class athletes (inclusive) or above within the scope of the test items determined by the provincial admissions committee after testing shall be decided by the provincial admissions committee, and the score may be appropriately increased on the basis of the total score of the candidates' unified examination, and the school shall decide whether to admit them or not, and the increased score shall not exceed 20 points. 6. You will be punished if you find someone to take the test instead. For the first time this year, it is clearly stipulated that the following three types of disciplinary candidates will also be punished. These three types of people are: (1) cheating in exams by using communication tools; (two) to take the exam instead of others or for others; (3) Using other fraudulent means. Clearly stipulate the punishment that the illegal candidates should receive, and record it in the candidates' electronic files: "Candidates who use communication tools to cheat in exams, take the place of others' exams, or take the place of others' exams, will cancel their scores in all subjects of the national unified examination in that year, and they will not be allowed to register for the national unified examination in the next year; Those who violate the law shall be investigated for legal responsibility according to law. " "Institutions of higher learning can expel students who take the national unified examination instead of others, organize cheating in the national unified examination or use communication tools to cheat." "For other social personnel who take the national unified examination instead of others, the scores of all subjects in the national unified examination in that year will be cancelled, and the provincial recruitment office that signed up for the examination will inform its unit or its superior competent department of the facts of violation, and it is recommended to give disciplinary action or corresponding punishment." In this year's enrollment regulations, the Ministry of Education clearly stipulates that the examination staff who instigate, organize or participate in the "college entrance examination migration" activities and forge or illegally handle the household registration transfer and middle school student status files for candidates will be dealt with in accordance with the corresponding provisions in the Measures for Handling Violations in National Education Examinations.
