I. Registration conditions

(1) Persons who meet the following conditions may apply for registration:

1. Abide by the Constitution and laws of People's Republic of China (PRC);

2, senior secondary education school graduation or equivalent (equivalent should be written by myself, submitted to the county and district education administrative departments for approval);

3. Good health;

4. As of August 3, 20091,he has been in Shaanxi for three years, regardless of his permanent residence or senior secondary education.

To apply for registration, foreigners who have settled in China must hold the Alien Residence Permit issued by the Provincial Public Security Department, in addition to meeting the above conditions (Article 65438 +0-3).

(two) in any of the following circumstances, it shall not be registered:

1, a college student with higher education;

2. Non-fresh graduates of high school education schools;

3 because of the violation of the criminal law by the relevant departments to take compulsory measures or is serving a sentence;

4. Having a permanent residence in Shaanxi for less than 3 years;

5. Less than 3 years of high school education in Shaanxi.

(3) Candidates who normally move to Shaanxi with their parents due to military placement or job transfer (referring to the transfer handled by state organs, institutions and personnel management departments of state-owned enterprises) are not restricted by household registration and school years.

Those who moved in before June 65438+1 October1in 2006 will still be handled according to the registration conditions of the 2005 college entrance examination; These registration conditions apply to those who moved into their household registration after June 65438+1 October1(inclusive).

Second, the registration time and method

(II) According to Article 19 of the Regulations of Shaanxi Provincial People's Congress on the Promotion of Private Education, "Junior high school graduates, senior high school graduates and secondary vocational school graduates with household registration in this province can take the entrance examination for senior high schools and the entrance examination for colleges and universities at their school locations", and private high school graduates and secondary vocational school graduates with household registration in our province can register at their school locations.

Graduates of public senior secondary education schools should register in the county (district) where the household registration is located.

(3) The subjects for the examination are divided into five categories: literature and history, art (literature), science and engineering, art (science) and sports. Candidates can only choose one of them when they register, and they may not change their subjects after registration. The subjects of literature, history and art (literature) are Chinese, mathematics (literature), foreign languages and liberal arts; Science, physical education and art (science) examination subjects are Chinese, mathematics (science), foreign languages and science. When filling in volunteers, art (literature) candidates can also report to history majors, and art (science) and sports candidates can also report to science and engineering majors, and they can only report their volunteers from the first batch of undergraduate courses, and cannot report to the early admission batches at the same time. Candidates of literature and history and science and engineering are not allowed to apply for other disciplines and majors.

(4) Candidates must first go to the designated place of the county (district) Admissions Office to get the registration number and password, and then log in to the registration system in Shang Gao, Shaanxi Province, carefully read the Instructions for College Entrance Examination Candidates, the Measures for Handling Violations in National Education Examinations and the Integrity Commitment Letter for College Entrance Examination Candidates in 2009, and enter the registration information for approval before implementation. According to the standards approved by the Provincial Price Bureau and the Provincial Department of Finance, candidates are required to pay the registration examination fee of 95 yuan.

Counties (districts) should strictly review the qualifications of special students and publicize them, and investigate and deal with problems in a timely manner. In addition to minority candidates, cities (districts) in Ban Zhao should classify special candidates and submit them to the provincial Ban Zhao before the end of May. The Provincial Admissions Office examines the qualifications of special candidates and publicizes them online in Shaanxi.

(6) Students who have been recommended as college students still need to register for the college entrance examination. Before the college entrance examination, students who have received the admission notice of students who are recommended to walk are not allowed to take the exam, otherwise they will be disqualified; Students who have not received the admission notice before the college entrance examination still need to take the exam.

(9) In counties (districts) where electronic monitoring examination rooms have not been established, all sports and art candidates are concentrated in the examinations of the local governments.

Third, do a good job in registration to ensure that candidates' registration information is accurate.

In order to ensure the accuracy of candidates' registration information, all localities should conscientiously do a good job in all stages of registration. In chronological order, the specific arrangements are as follows:

(a) in February 2008 1 day to 7 college entrance examination registration. The county (district) Admissions Office collects and prints the registration number and login password of candidates before the registration starts, and distributes them to all secondary schools (registration points), and does a good job in online registration publicity and training. All secondary schools (registration points) should prepare online registration equipment in advance to ensure that candidates log in to the online registration system on time. It is necessary to conduct qualification examination in advance, and those who do not meet the conditions are not allowed to register.

(2) Before February 22, 2008, 65438+, collect the digital photos of candidates, confirm the registration information, and evaluate the candidates' ideological and political morality. After the registration, the county (district) Admissions Office shall collect digital photos of candidates in time, and the quality standard of photos shall be implemented in accordance with the Notice on Implementing Digital Photography in the Entrance Examination of Colleges and Universities (Shaanxi Admissions Office [2006] No.34). Registration information and photos must be printed and signed by the candidates themselves. The county (district) admissions office should promptly correct the wrong information pointed out by the candidates when confirming, and ensure that it is correct.

The examination of ideological and political morality should be based on the actual performance of candidates themselves. The school or unit where the candidate is located is responsible for making a comprehensive appraisal of his political attitude, ideology and morality, and the content should be complete and accurate. The examination of students' ideological and political morality is entered into the online registration system by a special person and audited by the school; The identification of students who are not in school is filled in by their work units (the candidates without work units are townships and sub-district offices) in the Examination Form of Ideological and Political Morality of College Admissions in Shaanxi Province (printed by counties and districts themselves) and stamped with the official seal of the unit. The county (district) admissions office will enter its assessment content into the online registration system. The evaluation form shall be kept for future reference.

Candidates who have been subjected to criminal punishment, public security administration punishment or disciplinary action shall provide materials such as their wrong facts, handling opinions, understanding of mistakes and corrected performance.

In any of the following circumstances, the ideological and political moral assessment is unqualified:

1. Oppose the basic principles set by the Constitution or join a cult organization;

2 because of violation of public security management punishment, the nature of bad.

(3) Before February 28, 2008, 65438, the city (district) will arrange the candidates' admission ticket number. Random arrangement by computer, to ensure that there is no blank number between the admission ticket numbers of candidates in all subjects in counties (districts), and the admission ticket numbers of students in the same school or class are discontinuous. In the process of arranging the admission ticket number, once found, the parties and the person in charge of the city (district) should be seriously investigated for responsibility.

(4) Before April 2009 10, determine the test sites and examination rooms, and report the number of test papers used. There are 30 candidates in each examination room, and the mantissa examination room with less than 30 candidates in each subject is set up separately, and mixed examination rooms are not allowed. Candidates for Tibetan classes and juvenile classes are arranged in the mantissa examination room.

Municipalities (districts) Ban Zhao should accurately count the number of test papers used (spare test papers and answer sheets are divided into arts and sciences according to each test site 1 bag), and submit them to the provincial Ban Zhao before April 10.

(5) Before April 10, the candidates shall have a physical examination. In accordance with the requirements of the Notice on Doing a Good Job in the Physical Examination of College Admissions in Shaanxi Province (Shaanxi Zhaoban [2003] No.7), all cities and counties should strictly select physical examination hospitals and employ physical examination personnel. To organize staff to seriously study the provisions of the "Guiding Opinions on Physical Examination of Enrollment in Colleges and Universities" and physical examination work, to ensure that there is no wrong inspection, missed inspection, and fraud is strictly prohibited. The conclusion of physical examination should be made by a doctor with the title of deputy chief physician (inclusive) or above and be responsible for its authenticity. The medical examination conclusion made by non-designated medical institutions for candidates is invalid. Fill in the physical examination form with clear handwriting, accurate figures and standardized smearing to ensure accurate information collection. The conclusion of physical examination should be fed back to candidates in time so that candidates can fill in their volunteers.

The physical examination form and bar code are uniformly printed by Ban Zhao, and collected by Ban Zhao in March 10.

Fourth, strict qualification examination to prevent "college entrance examination immigrants"

In accordance with the spirit of the Notice of the Provincial Department of Education and the Public Security Department on Doing a Good Job in Examining the Registration Qualifications of Candidates in the Entrance Examination for Colleges and Universities (No.22 [2005] of Shaanxi Jiaosheng), we will improve various effective registration qualification examination methods such as double identification of household registration, electronic registration of senior high school students, verification of household registration books and ID cards, and publicity of registration qualifications. Education bureaus at all levels, enrollment examination management departments and middle schools should strengthen the management of student status, strictly handle transfer procedures, and it is strictly forbidden to forge student status files. Before the registration begins, please ask the public security department to strengthen the examination of candidates' qualifications, focusing on the examination of candidates holding resident ID cards issued by foreign public security organs, and deal with problems in time when found. In accordance with the principle of "who is in charge, who is responsible", clarify and implement the responsibility of college entrance examination qualification examination. Give full play to the role of administrative supervision, mass supervision and public opinion supervision, strengthen supervision and inspection of key links, key posts and key time periods, and intensify investigation and punishment of acts of favoritism and malpractice in work. Education administrative departments, schools and related staff who organize or participate in the "college entrance examination immigration" activities and provide convenience for forging middle school students' student status files should be severely punished in accordance with party discipline and discipline, and those who violate the law should be transferred to judicial organs for legal treatment. Illegal cases involving "college entrance examination immigrants" should not only be investigated for the responsibilities of the parties according to law, but also the leaders in charge of the unit and the relevant responsible persons.

After the registration, the municipal (district) admissions office will submit the written summary materials of candidates' qualification examination to the provincial admissions office before March 10.
