Children and Family Welfare of Hungarian Immigrants

Because the natural growth rate of Hungarian population is negative, the total population has been declining for nearly 20 years. Therefore, the welfare system for children and families is mainly to encourage more children and stimulate population growth. After the system transformation, the content of welfare has not changed much, mainly in the amount of subsidies. The main benefits are: childcare allowance, family allowance and housing allowance. The Hungarian Ministry of Social and Family Affairs is responsible for supervising the implementation of welfare, and the National Health Insurance Fund is responsible for issuing these subsidies. Parenting allowance. Hungary has three different kinds of child care subsidies for mothers who are willing to look after their children at home: one is maternity allowance, the other is baby care allowance, and the third is baby care allowance. Maternity leave allowance is an insurance allowance, which requires working for at least 180 days in the first two years and can receive 24 weeks.

Infant care allowance can be enjoyed until the child reaches the age of 3, and in case of permanent illness or severe disability, the child can reach 10. Depending on the income level, the application standard is the same as family allowance. Hungarian labor law requires employers to allow unpaid leave when parents receive childcare allowance, and parents can take part-time jobs after their children reach 18.

Parenting allowance is an allowance for caring for three or more children. The youngest child should be between 3 and 8 years old. If the family's per capita income exceeds three times the minimum pension, you can't receive this subsidy. You can take a part-time job while receiving the child-care allowance.

The amount of maternity allowance is 70% of the original average income, the amount of infant care allowance is equivalent to the minimum pension, and the amount of infant care allowance is also equivalent to the minimum pension.

Family allowance. Families with children under the age of 16 or between the age of 16-20 but studying in full-time public educational institutions can apply for family allowance. There is no age limit for families with children with permanent diseases or severe disabilities. For families with 1 or 2 children, the subsidy depends on income, and the monthly per capita income of these families does not exceed 23,000 huf (1997).

The amount of family allowance depends on the number of children, specifically: in the case of 1 child, 3,400 forint for each child and 4,000 forint for single-parent families; In the case of having two children, 4,200 forint for each child and 4,800 forint for single-parent families; In the case of three or more children, 5,200 forint for each child and 5,600 forint for single-parent families; In the case of sick or disabled children, 6600 forint for each child and 6600 forint for single-parent families. Single parent families can apply for higher family allowance.

Housing subsidies. There is no special subsidy for rent, but there is subsidy for house maintenance.

The preconditions for receiving housing subsidies are: the per capita income of a family does not exceed twice the minimum pension, temporary relief or subsidies obtained due to serious deterioration of health status do not belong to the income category, the proportion between family population and housing area will be considered in the living area, and the monthly maintenance expenditure in housing maintenance expenditure exceeds 35% of the total family income. Housing subsidies are paid by local governments, which vary from place to place, but the amount is at least 1000 HUF.

Orphans. /kloc-orphans under the age of 0/6 (students are 25 years old, disabled people have no age limit) can get 30% pension. Orphans (semi-orphans) with disabled parents can get 60% pension. The minimum orphan pension is about 85% of the minimum pension.
