The Exit-Entry Administration of Public Security of Heilongjiang Province recently issued eight convenience service measures for exit-entry administration. The entry applications of foreigners of Category 6 will be accepted and approved immediately.

There are 8 visa agencies for foreigners in Heilongjiang Province: Harbin Taiping International Airport, Heihe, Suifenhe, Dongning, Tongjiang, Fuyuan, Raohe and Luobei.

The special extension of stay for tourist visas will be completed within two days.

It is stipulated that foreigners who enter our province with tourist visas need to extend their stay in case of sudden changes, hospitalization and other special circumstances. If they meet the conditions for issuance, the issuance time limit will be shortened from 7 working days to 2 working days. This is also to provide more convenience for foreigners traveling in Heilongjiang Province.

In both cases, visa replacement will be accepted immediately.

1. Foreigners who live and work in China have lost their passports and need to apply for visas before leaving the country. In accordance with the relevant requirements of the State Administration of Immigration and the Public Security Exit-Entry Administration, foreigners who lose their passports and urgently need to reissue visas can be accepted in time with the letter of explanation provided by the inviting unit, the plane (car, boat) ticket to determine the date and seat and other relevant certificates.

2. In view of the urgent need for members of foreign tour groups to apply for group visas to leave the country. The exit-entry administration department of the public security shall immediately accept and approve the application for visa and stay permit on the basis of the letter received from the travel agency and the plane (car or boat) ticket that determines the date and seat, and make a decision on approval or disapproval in time.

Hong Kong, Macao and Taiwan tourists lose their certificates one day.

1. Hong Kong and Macao residents who urgently need to apply for entry and exit documents due to the loss or damage of their passes to and from the Mainland shall immediately accept the examination and approval and complete the production of documents within one day.

2. If Taiwan Province residents who travel to our province need to apply for mainland travel permit for taiwan residents urgently because of the loss or damage of mainland travel permit for taiwan residents, the exit-entry administration department of the public security will link the provinces, cities and counties (cities, districts) to accept the examination and approval immediately and complete the certification within one day.

There is a "green channel" for tourists from other provinces to renew their certificates.

1. The exit-entry administration department of the public security organ should open a "green channel" according to the actual needs, accept, examine and approve immediately and issue exit-entry certificates for the applicants.

2. The time limit for obtaining a permit has been accelerated from 2 days nationwide to 5 working days.

3. If the entry and exit certificates held by the residents from other provinces who are traveling in Heilongjiang Province are about to expire and need to be renewed, or if they are lost or damaged during the trip and need to be reissued, they should be handled urgently.

Border passports will be issued on the same day.

1. When the household registration personnel from other provinces participate in border tourism in Heilongjiang Province, they will be accepted immediately by the entry-exit administration department when they apply for border tourism passports, and will be approved and issued within 1 working day.

2. In case of emergency, it is advisable to open a green channel at the entrance of the exit-entry administration department of the public security organ at the point where the border travel passport is processed, and apply for the border travel document.
