Chapter I General Provisions Article 1 In order to strengthen the protection, governance, rational development and utilization of Qingjiang reservoir area in autonomous counties, ensure the safety of people's lives and property, and promote the development of national economy, these regulations are formulated in accordance with relevant national laws and regulations and the Regulations on the Autonomy of Changyang Tujia Autonomous County, and in combination with the actual situation of autonomous counties. Article 2 The term reservoir area as mentioned in these Regulations refers to the water bodies, fluctuating zones, islands, peninsulas and windbreaks formed in the Autonomous County after the completion of the water conservancy and hydropower projects in Qingjiang River Basin. Article 3 The resources in the reservoir area belong to the state, except those that are collectively owned according to the law. Article 4 The planning, development, utilization, protection and governance of reservoir resources shall be jointly undertaken by the Autonomous County People's Government and Hubei Qingjiang Hydropower Development Co., Ltd. ..

Power generation water for water conservancy and hydropower projects and flood control and water storage in the reservoir area are uniformly dispatched by Hubei Qingjiang Hydropower Development Co., Ltd., and the water surface within 300 meters upstream of the dam site and 200 meters downstream of the dam site is managed by Hubei Qingjiang Hydropower Development Co., Ltd.

The reservoir areas outside the scope specified in the preceding paragraph shall be under the unified management of the Autonomous County People's Government. Article 5 The ancillary facilities and equipment of dams and reservoirs of water conservancy and hydropower projects are protected by state laws, and no unit or individual may damage them.

All activities in the reservoir area shall not affect the safety of reservoir operation and the play of reservoir efficiency. Article 6 Autonomous County People's Government adheres to the principle of "unified planning, protection and management, rational development and comprehensive utilization" and strengthens the construction and management of the reservoir area in accordance with the principle of "unity of ecological benefits, social benefits and economic benefits, and whoever invests, benefits, destroys and manages". All organs, armed forces, social organizations, enterprises and institutions, urban and rural autonomous organizations and citizens of all ethnic groups in the Autonomous County must abide by these regulations. Eighth units and individuals that have made remarkable achievements in the implementation of these regulations shall be commended and rewarded by the Autonomous County People's Government. Chapter II Management Organization Article 9 Autonomous County People's Government shall set up the management organization of the reservoir area.

The reservoir management organization is a comprehensive functional department that manages the reservoir area in a unified way, and is responsible for the daily work of reservoir area management.

With the approval of the Autonomous County People's Government, the reservoir management institution may set up an agency in the relevant township (town). Tenth reservoir management agencies have the right to coordinate, guide and supervise the management of the reservoir area of the relevant competent departments of autonomous counties and township (town) people's governments. Eleventh reservoir management agencies are mainly responsible for:

(a) to implement the relevant laws and regulations of the state and these regulations;

(two) in conjunction with the relevant competent departments of the Autonomous County, formulate long-term and short-term plans for the construction of the reservoir area; To assist the relevant competent departments of Autonomous County in formulating the industry planning for the construction of the reservoir area;

(three) to supervise and guide the relevant competent departments of Autonomous County in the protection, management, development and utilization of resources in the reservoir area, and coordinate and handle relevant disputes;

(4) Organizing and coordinating scientific research on the resources in the reservoir area;

(five) to summarize and popularize the advanced experience in the protection, management, development and utilization of resources in the reservoir area;

(six) other relevant matters assigned by the Autonomous County People's government. Twelfth autonomous county departments within the scope of their duties, exercise management authority according to law, and consciously accept the guidance and coordination of reservoir management agencies. Chapter III Protection and Governance Article 13 The organs of self-government of autonomous counties shall strengthen the protection and governance of water resources, land resources, biological resources and tourism resources in the reservoir area and maintain the ecological balance. It is forbidden to bury or bury human and animal corpses within 50 meters above the designed water storage line of the reservoir.

It is forbidden to dump or discharge industrial waste residue, residual oil, waste oil, garbage, corpses and other wastes into the reservoir.

It is forbidden to discharge, dump or bury substances containing toxic and harmful components such as mercury, cadmium, arsenic, lead, chromium, cyanide and yellow phosphorus into reservoirs.

It is forbidden to discharge untreated harmful industrial wastewater into the reservoir in any way.

It is forbidden to pile up solid wastes and other pollutants in the reservoir fluctuation zone. The organs of self-government of fifteenth autonomous counties strictly implement the environmental impact assessment system and the sewage permit system, and strengthen the management of all sewage units in the reservoir area according to the relevant water quality discharge standards and the principle of polluter pays. Sixteenth township (town) people's governments and villagers' committees should strengthen the protection of forests and grasslands on both sides of Qingjiang Reservoir and the control of soil erosion.

It is forbidden to cut down trees, destroy forests, destroy grass and open up wasteland; Beware of forest fires. Seventeenth the construction of temporary or permanent buildings and facilities such as transportation, water conservancy and tourism within the reservoir area shall be approved by the management agency of the reservoir area, and the relevant examination and approval procedures shall be handled according to law.

It is forbidden to build permanent or temporary buildings that affect the safety of reservoir dams and flood control dispatching.

The construction of villages and market towns around the reservoir must be carried out in accordance with the construction planning of villages and market towns, and it is not allowed to occupy or build them indiscriminately. Article 18 It is forbidden to cut mountains and blast rocks in the reservoir area. Nineteenth it is forbidden to carry out excavation operations within the scope of safety management of infrastructure such as protective dams. It is forbidden to pile up any objects other than dam-building materials on the protective dam. Twentieth it is forbidden to cultivate pearls, fences and purse seines, and apply fertilizer (manure) in the Qingjiang reservoir area.
