1. Starting from June 16, 2017, the Ministry of Public Security will issue the 2017 version of the foreign permanent residence identity card to foreigners who have been approved to obtain permanent residence qualifications in China. At the same time, Stop issuing permanent residence permits for current foreigners.

2. The 2017 version of the permanent residence ID card for foreigners is designed and produced according to the second-generation resident ID card standard, and is embedded with a contactless integrated circuit chip. Certificate registration items include the holder’s name, gender, date of birth, nationality, validity period, issuing authority and certificate number, etc. The holder's personal information and document issuance management information are stored in the chip at the same time, and can be read using a second-generation resident ID card reading machine.

3. The application conditions and channels, approval procedures and standards, charging items and standards, and the validity period of the certificate for the 2017 version of the foreign permanent residence ID card are all consistent with the current foreign permanent residence card.

4. After the 2017 version of the foreign permanent residence ID card is activated, the current foreign permanent residence card that is still valid can continue to be used, and the holder can also apply for a new version of the card.

In order to enable foreigners who have obtained permanent residence status in China to enjoy the results of the document facilitation reform as soon as possible, the public security organs will provide current foreign permanent residence permit holders with the convenience of renewing their documents to a new version.

Starting from June 1st, holders of valid permanent residence permits for foreigners can apply for a new version of the certificate to the original acceptance authority or the district or city public security authority of their place of residence (in addition to filling out the application form and submitting for inspection There is no need to submit other materials besides the old version of the certificate). The public security organs will simplify the approval process, shorten the approval time, and issue the new version of the certificate within 20 days.

5. The 2017 version of the Foreigner Permanent Residence ID Card and the current Foreigner Permanent Residence Certificate (hereinafter referred to as the Foreigner Permanent Residence Certificate) are identity documents for the holder to reside in China.
