Is there a plan for the Chushandian Reservoir in Pingchang, Xinyang, Henan Province?

During the 20 13 session, Qiao Xinjiang, a representative of Xinyang, suggested strengthening the management of the Huaihe River. The total length of the main stream of the Huaihe River is 1 000 km, which flows through Xinyang City for 363.5 km, accounting for 36.4% of the total length of the Huaihe River. In view of the important role and influence of flood control safety and environmental protection of Huaihe River on the economic and social development and ecological civilization construction of Huaihe River basin, it is suggested to strengthen the management of Huaihe River and turn Huaihe River into a "golden waterway". First, approve the construction of Shandian Reservoir as soon as possible. The proposed Chushandian Reservoir is a large-scale reservoir with flood control, water supply and irrigation, and comprehensive utilization of power generation, aquaculture and tourism. It is also a large-scale flood control project in the upper reaches of Huaihe River determined by previous Huaihe River basin planning in China. The project controls a watershed area of 2,900 square kilometers with a total storage capacity of10.274 billion cubic meters. After the completion of the project, the flood control standard in the upper reaches of the Huaihe River can be raised from the current shortage of 10 to 20 years, and the downstream10.7 million people and 2.2 million mu of cultivated land can be protected. On 20 1 1, the National Development and Reform Commission approved the proposal of Chushandian Reservoir Project, and the Ministry of Water Resources adopted the feasibility study report of Chushandian Reservoir Project in September 20 12. This project is the long-term goal of harnessing the Huaihe River and the long-term expectation of the people along the Huaihe River. At present, the conditions for the construction of Shandian Reservoir are ripe, and we urge the state to approve the construction as soon as possible to benefit the people along the Huaihe River.

In other words, the state has not approved the start of construction. It has always been a preliminary project.
