Chongqing Urban and Rural Construction Committee actively strives for the support of the municipal party committee and the municipal government, sets up a special subsidy fund for Bayu new residence, and gives financial support to Bayu new residence construction. Chongqing Rural Commercial Bank has specially launched a new house loan for rural Bayu. The maximum loan amount of Lou Nong can reach 60% of the total investment in building a house, with a maximum loan period of 80,000 yuan and a maximum loan period of 5 years.

As a last resort, the village cadres decided to make a breakthrough from Fu Xijiu, an old captain who has certain influence among the villagers. Every rainy day, the village cadres ran to Fu Xijiu's house, because only then was he at home. After two months of hard work, Fu Xijiu was finally persuaded, promised to take the lead in moving, and took the initiative to help the village cadres mobilize the masses.

In addition to home visits, village cadres also take various forms, such as meetings, publicity vehicles and slogans, to guide farmers to take the road of intensive land use, reasonable function, economical application and beautiful and generous new residential construction in Bayu. The village cadres invited the cadres of the District Planning Bureau and the professors of Chongqing University to tell the village cadres and villagers' representatives about Bayu's new house, so that everyone realized that Bayu's new house not only had more reasonable functions, but also facilitated the villagers to enjoy public services.

Village cadres have organized villagers' representatives and designers to visit Jiangjin, Dazu, Yongchuan and other places to inspect the construction of new homes in Bayu. On this basis, a professor from Chongqing University was hired to draw up the landscape design scheme of the residential area, and a review meeting was held to solicit experts' opinions and suggestions. In the specific work, the two village committees decided to set up an owners' committee to be responsible for the construction of Bayu's new home. The owners' committee is composed of representatives of owners who decide to build houses. The owners' committee adopts the method of "one thing, one discussion" to determine the compensation method for demolition, housing area, apartment type, cost and construction unit.

In terms of compensation for demolition, Waiba Village operates as follows: brick houses and adobe houses are given the price of 270 yuan /m2 and 140 yuan /m2 respectively, and the cultivated land replaced by homestead is subsidized by 5,000 yuan per person. For rural poor households, families with disabilities, and households relocated due to the earthquake, the subsidy per household is 1 10,000 yuan.

During the whole construction process, village cadres and owners' committees are responsible for the coordination, planning and supervision in the construction to ensure the quality, safety progress and characteristics of the project.

Villagers build houses in the form of voluntary registration and pay a certain deposit to the owners' committee. The owners' committee shall organize a contractor bidding meeting attended by villagers' representatives, party member representatives and village cadres to determine the construction unit with excellent qualifications.

After the building is completed, the owners' committee will organize the owners to determine the specific location of the building by drawing lots. Farmers only need to pay the price of 620 yuan/square meter to move in, and the insufficient part is subsidized by the government.

Due to the perfect domestic pollution control facilities and good environmental quality, Waiba Village was rated as a municipal ecological demonstration village in Chongqing on 20 10+0 1. This is the first successful municipal eco-village in Fuling District and the second successful municipal eco-village in Chongqing.

The construction of Bayu's new residence has greatly changed the lifestyle of villagers. Thanks to the supermarket, villagers can buy daily necessities in the village. Xiao Zequn, director of the Industry Division of the Research Office of Chongqing Municipal Committee, believes that the connotation of the construction of new homes in Bayu lies not only in building houses, but also in rural economy, society and other aspects, which will promote the development of secondary and tertiary industries and accelerate the flow of people, logistics and information.

For those villagers who are unwilling to farm, the village encourages them to transfer their land to large households and companies to operate and realize large-scale planting. Large households or companies give priority to recruiting employees among these farmers.

In order to lay a solid industrial foundation, the two village committees adopted the industrial development model of "industry drives the base, big base develops, and big base guides farmers", supported and cultivated large rural professional households, and took the road of agricultural industrialization of "company+large household". The public professional cooperative of meat duck breeding uses idle sloping land and adopts duck-marsh-vegetable mode, with an annual output of more than 6.5438+0 million meat ducks.

Through attracting investment, the crystal jewelry factory introduced in the village has arranged for more than 60 villagers to find jobs with a monthly salary of more than 2,000 yuan. Besson Agricultural Development Co., Ltd. was introduced to develop 500 mu of Chinese herbal pieces and 3000 mu of high-yield forest in high-altitude areas far away from residential areas. Relying on the professional cooperatives in Ma Hui, the two committees of the village concentrated on building a 500-mu off-season edible fungi and vegetables base in low-altitude areas with fertile soil and convenient transportation, and planted green vegetables 1780 mu in winter fallow.

The village has also set up poverty alleviation cooperatives to solve various problems encountered by villagers in the process of industrial development, increase farmers' professional skills training, guide the introduction of labor from abroad, and enhance villagers' ability to increase income and become rich.

Liu Yong, a villager in Waiba Village, and his wife rely on woodworking technology to help people make doors, windows and furniture in the village. His daily income is close to that of 300 yuan, and he can earn 654.38 million yuan a year. He bought a house of 160 square meters in the village.

People without skills also have jobs. Qiu Bangping, a villager, and his wife work in a crystal jewelry company, earning 170 yuan a day and including a lunch in the factory.
