4. All applications for nationality are submitted to the Minister of the Interior, who entrusts him to set up an advisory committee for study. The committee is composed of respected local citizens of the United Arab Emirates. The Committee submitted its handling opinions to the Minister of the Interior.

5. Citizenship may be granted upon the proposal of the Minister of the Interior and with the consent of the Cabinet of the United Arab Emirates.
