Process of handling passports for drug-related personnel

There is no special process to apply for a passport with a history of drug abuse. Only when the embassy or consulate of the destination country applies for a visa, it is required to issue a notarization with no criminal record. China's laws do not prohibit this.

Legal basis:

1. According to the Passport Law of the People's Republic of China, the passport issuing authority will not issue a passport if the applicant has one of the following circumstances:

(1) He does not have the nationality of the People's Republic of China;

(2) unable to prove identity;

(3) practicing fraud in the application process;

(4) being sentenced to a criminal sentence and serving a sentence;

(5) the people's court informs that there are unresolved civil cases that cannot leave the country;

(6) being a defendant or criminal suspect in a criminal case;

(7) The relevant authorities in the State Council believe that leaving the country will endanger national security or cause great losses to national interests.

2. Article 12 of the Law of the People's Republic of China on Exit and Entry Administration stipulates that China citizens are not allowed to leave the country under any of the following circumstances:

(1) those who do not hold valid exit and entry certificates or refuse or evade border inspection;

(2) The sentenced penalty has not been completed or belongs to the defendant or criminal suspect in a criminal case;

(3) The people's court decides not to leave the country due to unresolved civil cases;

(4) Being subjected to criminal punishment for obstructing the management of national (border) territory or being repatriated by other countries or regions for illegal exit, illegal residence or illegal employment, and not allowed to leave the country before the prescribed period of time;

(5) It may endanger national security and interests, and the relevant authorities in the State Council decide not to leave the country;

(6) Other circumstances in which it is prohibited to leave the country according to laws and administrative regulations.

Note: China citizens who want to leave or enter the country should submit their passports or other travel documents and other exit and entry documents to the entry-exit frontier inspection authorities, and go through the prescribed procedures before leaving or entering the country.

It can be seen that in China, citizens with a history of drug abuse are not prohibited from leaving the country, and they can go abroad. However, whether they can go abroad successfully depends on entry frontier inspection and compliance with relevant regulations.
