On July 5, 20 14, official website, the Ministry of Public Security of China, promulgated the Measures for Reporting Complaints about Household Registration Problems (Clues) of Provincial Public Security Organs, in which Article 4 states that it is hoped that the general public will report that others "have their accounts cancelled due to death, emigration and other reasons".

Literally, the scope of this report does not cover overseas permanent residents who hold green cards or maple leaf cards, that is, those who have emigrated but have not yet joined foreign nationality. This move shows that the China government has tightened the overall management of nationality and household registration.

3. Who cares about the crimes committed by stateless persons?

China's criminal law is applicable to stateless persons, foreigners and China people, so long as they commit crimes in the territory of People's Republic of China (PRC), unless there are special provisions in the law (referring to the criminal responsibility of foreigners enjoying diplomatic privileges and immunities, which shall be solved through diplomatic channels).
