Main responsibilities of Gansu Provincial Water Resources Department

(a) to implement the national water policy. Responsible for ensuring the rational development and utilization of water resources, drawing up the province's water conservancy strategic planning and policies, drafting relevant draft regulations, formulating departmental rules, and organizing the preparation of major water conservancy plans such as comprehensive river basin planning and flood control planning. According to the regulations, formulate relevant systems for water conservancy project construction and organize their implementation, be responsible for putting forward opinions on the scale and direction of water conservancy fixed assets investment and the arrangement of national and provincial financial funds, and examine and approve fixed assets investment projects within the province's planning and annual planning scale according to the prescribed authority; Put forward suggestions on investment arrangements for water conservancy construction in the whole province and organize their implementation.

(two) responsible for the overall planning and protection of the province's life, production and operation and ecological environment water. Implement unified supervision and management of water resources, draw up long-term supply and demand planning and water allocation scheme of water resources across the province, cities (states) and basins and supervise their implementation, organize water resources investigation and evaluation, carry out water resources investigation according to regulations, be responsible for water resources scheduling of important river basins, regions and major water transfer projects, and organize the implementation of water intake permit, paid use system of water resources, water resources demonstration and flood control demonstration system. Guide water supply in water conservancy industry and water supply in villages and towns.

(3) Responsible for water resources protection. Organize the preparation of water resources protection planning, organize the formulation of important river water function zoning and supervise the implementation, verify the water pollution capacity, put forward suggestions on limiting the total amount of sewage discharge, and guide the protection of drinking water sources. To guide the development and utilization of groundwater and the management and protection of groundwater resources in urban planning areas.

(four) responsible for the prevention and control of floods and droughts, and undertake the specific work of the provincial flood control and drought relief headquarters. Organize, coordinate, supervise and guide the flood control and drought relief work in the whole province, implement flood control and drought relief dispatching and emergency water dispatching of important rivers and water projects, prepare emergency plans for flood control and drought relief and organize their implementation. (five) responsible for saving water. Formulate water-saving policies, water-saving plans and relevant standards to guide and promote the construction of water-saving society.

(six) to guide the hydrological work. Responsible for the monitoring of hydrological and water resources, the construction and management of hydrological station network in the province, the monitoring of water quantity and quality of rivers, lakes and groundwater, and the release of hydrological and water resources information, intelligence forecast and the provincial water resources bulletin.

(VII) to guide the management and protection of water conservancy facilities, waters and shorelines in the province, to guide the management and development of key floodplains, to guide the construction and operation management of water conservancy projects, to be responsible for the construction cost management of water conservancy projects in the province, to organize and implement the construction and operation management of important water conservancy projects that are controlled or cross-city, state and inter-basin, and to undertake the resettlement management of water conservancy projects.

(eight) responsible for the prevention and control of soil erosion. Compile and supervise the implementation of soil and water conservation plans, organize the implementation of comprehensive prevention and control of soil and water loss, monitor and forecast and make regular announcements, be responsible for the examination and approval of soil and water conservation plans for major construction projects, supervise the implementation and acceptance of soil and water conservation facilities, and guide the implementation of key soil and water conservation construction projects in the province.

(nine) to guide the rural water conservancy work. Organize and coordinate the capital construction of farmland water conservancy in the whole province, guide the construction and management of rural drinking water safety and water-saving irrigation projects, coordinate the water conservancy work in pastoral areas, and guide the construction of rural water conservancy socialized service system. According to the regulations, guide the development of rural hydropower resources, guide rural hydropower electrification and small hydropower to replace fuel.

(ten) responsible for the investigation and handling of major water violations, coordination and arbitration of inter-city water disputes, and guidance of water administrative supervision and water administrative law enforcement. Responsible for the safety production of water conservancy industry in the province according to law, organize and guide the dam safety supervision of reservoirs and hydropower stations, guide the supervision and management of water conservancy construction market, and organize the implementation of water conservancy project construction supervision.

(eleven) to carry out water conservancy science and technology and foreign affairs. Organize the quality supervision of water conservancy industry, formulate the technical standards and norms of water conservancy industry in the whole province, and supervise the implementation. Undertake the statistical work of water conservancy in the whole province.

(twelve) to undertake other tasks assigned by the provincial party committee, the provincial government and the Ministry of water resources.
