The relatively poor population in the administrative village accounts for more than 5% of the total registered population in the village;
Farmers living in dilapidated mud brick houses (thatched houses) in administrative villages account for more than 10% of the total household registration in the village;
Villages belonging to old revolutionary base areas, ethnic minority areas, limestone areas and provincial reservoir resettlement areas are given priority under the same conditions.
