Social Security System of Portuguese Immigrants

Social security in Portugal is mainly based on family security and old-age retirement security, which is mainly reflected in three aspects, including social assistance, social work (service) and the implementation of social security system. In terms of social security rights, according to Article 63 of the Portuguese Constitution, it is based on the rights granted to citizens by the state. Since 1984-2007, Portugal's social security system has undergone four reforms, and only family protection can be agreed in each reform. The fourth reform adopted the basic principles of social security in the fourth bill on June 6, 2007, which is mainly divided into three systems:

3) The security system ensures the full compliance and implementation of the social security system, promotes the conditions for maintaining the level of social security, enhances fairness, promotes the effectiveness of the system, and strengthens management.

In terms of measures to help families, there are citizen system and social security system, aiming at protecting social citizens, guaranteeing basic civil rights and opportunities, promoting a stable life, preventing social abandonment, maintaining citizens' minimum viability and ensuring that they can enjoy the basic conditions of daily life. In order to prevent poverty, subsidies are given to family defects and dependence.

In encouraging fertility, the national fertility policy is implemented to promote fertility, and there are many policies and subsidies to encourage fertility. Article 27 of the social security system stipulates special conditions for encouraging childbearing, paying attention to protecting and caring for young children, especially kindergartens, helping parents' needs, and receiving special allowances. Under the current social security system, the working population bears the social security pension and pays at least 15 years.

The social work system and charitable services mainly build social work service institutions, encourage charitable and non-governmental organizations to participate, and give subsidies. At present, the most important non-governmental charity organization in China is Kindness Hall, which carries out social charity activities such as child care, the elderly and the disabled, and related work has been carried out in many parts of the country.

In addition, the government and non-governmental organizations also provide some social services, including consulting, organizing and carrying out self-help group activities, community centers, leisure and entertainment centers, social canteens, daily life assistance centers (mainly for pregnant women and children), rehabilitation centers and temporary resettlement centers. At the same time, there are emergency hotlines, food help, family services (especially for the elderly and the disabled), nursing, pre-school institutions and so on. For teenagers, there are systems to protect children, prohibit child labor, set up adoption systems and shelter services, and care for and educate teenagers as a third party (except original parents and adoptive parents).

In the family system, family allowance is paid to maintain the daily basic living expenses of family groups, disabled allowance and assistance and allowance to dependents are paid. According to the total annual income of the family group and the annual expenditure of the family, the allowance is paid in the form of money, and other special allowances are also paid. In terms of allowances for young people in the family, in addition to scholarships and funeral allowances, there are also allowances from birth to 18 years old. In addition, there are prenatal allowance (certified by a doctor), allowance for becoming a father and mother, maternity leave, adoption, occupational disease, occupational accident, pension, death and other allowances. There are also allowances for high-risk pregnant women, abortion and abortion (taking into account the need to treat diseases), allowances for newborn children, allowances for children with disabilities and chronic diseases.

In terms of comprehensive family support, different allowances are paid to protect the family and promote social work services. For family problems, parents are educated, family mediation, technical and judicial assistance (civil or court consultation services), and for vulnerable groups in the family, publicity work is carried out to promote children's rights, immediate crisis intervention (especially for teenagers), help the elderly and the disabled, and intervene in the work of victims of domestic violence. In view of the changes in the family, the situation of rebuilding the family and changing the family group has emerged, and the adoption system, the third-party care and education system for teenagers (except the original parents and adoptive parents), the youth reception center, and the drug addicts reception center have been formulated.
