Article 1 In order to conscientiously implement the Opinions of the State Council on Improving the Supporting Policies for Large and Medium-sized Reservoirs in the Later Period (Guo Fa [2006]17), strengthen the management of supporting industrial projects in the later period of resettlement, further improve the development benefits of the resettlement industry and ensure the benefits of increasing the income of immigrants, these Detailed Rules are formulated in accordance with the Measures for the Administration of Supporting Projects for Large and Medium-sized Reservoirs in Hunan Province and related documents.

Article 2 These Rules shall apply to the implementation and management of supporting industrial development projects in the later period of resettlement in large and medium-sized reservoir areas and resettlement areas in Hunan Province.

Article 3 Sources of funds for immigrant industry support projects:

(1) The guiding fund for the development of the immigration industry set up by the provincial immigration management institution is tentatively set at 20 million yuan per year;

(II) According to the calculation that the number of reservoir immigrants accounts for 60%, the number of reservoirs accounts for 15%, and the financial poverty coefficient accounts for 25%, calculate and allocate the surplus funds and reservoir funds of large and medium-sized reservoirs and financially administered counties and cities at the city level, of which 15-20% is used for the arrangement of resettlement industry support projects.

(three) the late resettlement support funds shall be supported according to the 600 yuan standard per person per year, and the project support part shall be used for the resettlement industry project funds.

(four) the city, state, county and city governments and agriculture-related departments to integrate the project funds invested in the reservoir area and the resettlement area for the construction of the resettlement industry.

(5) Leading enterprises of agricultural industrialization, professional cooperative organizations, large-scale developers of immigration industry and other new rural business entities invest funds in reservoir areas and resettlement areas to develop the immigration industry.

Article 4 The arrangement of immigrant industry support projects shall follow the following principles:

(a) investment in key areas of immigration;

(two) according to local conditions, combined with the local county key agricultural pillar industries;

(three) is conducive to the formation of industrial scale and industrial chain;

(four) adhere to standardization and safety in production;

(five) give priority to industrial planning and preliminary work;

(6) Ecological efficiency;

Article 5 Support methods for immigrant industrial projects:

(a) to give appropriate incentives and subsidies to the transformation of immigrant industrial bases and the construction of seedlings and fertilizers in newly developed areas;

(two) investment in science and technology for the immigration industry;

(three) to support the construction of infrastructure such as water conservancy and roads in the immigrant industrial base;

(four) to give appropriate subsidies to immigrant agricultural products processing equipment, cold storage construction, logistics construction, sales outlets, etc.;

(5) Shares in immigration projects for trying immigration industry, agricultural insurance and mixed ownership economy;

(six) supporting investment for key immigrant professional cooperative organizations;

(seven) subsidies for the expenses related to the production and development of paddy fields, mountains and water surfaces in non-immigrant areas for immigrant villages lacking means of production;

(8) It is used to support leading agricultural industrialization enterprises (professional cooperative organizations) that promote the immigrant industry to build breeding bases in reservoir areas and resettlement areas, and to ensure and increase loan interest subsidies and differential subsidies for the purchase of agricultural products by immigrants.

Article 6 The immigration management institution shall take strengthening the construction of the immigration industry as an important content in compiling the medium-and long-term immigration support plan, put forward the development indicators and tasks, define the key industries and projects of immigration and corresponding measures, and link them with the relevant contents of the local economic and social development plan and the special plan for agriculture, forestry and fishery.

After the resettlement work of newly-built large and medium-sized reservoirs is completed and enters the post-resettlement stage through acceptance, the resettlement industry support plan should be compiled.

Immigration departments at all levels should, according to the needs of immigrant industry construction, formulate development plans for advantageous industries such as tea, camellia oleifera, fruits, aquatic products and Chinese herbal medicines, vegetables, edible fungi, bamboo industry and leisure agriculture according to local conditions, and do a good job of implementation.

Immigration departments at all levels should establish a library of key industries for immigration.

Article 7 Preparation and examination and approval of the preliminary working documents for the resettlement industry projects.

(a) with the investment of immigrant funds as the main body, the investment of immigrant funds is more than 500,000 yuan (including 500,000 yuan), the construction project of immigrant industry shall entrust a unit with corresponding qualification above Grade B to prepare a feasibility study report in accordance with industry norms, and the consulting agency that does not undertake the preparation of the feasibility study report shall put forward written opinions.

The preparation of the feasibility study report of the immigration industry project and the suggestions given are entrusted by the Immigration Bureau. After the feasibility study report is completed, relevant experts will be organized to review it to meet the in-depth requirements, and the project can be approved only after the review is passed, and it will be included in the key immigration industry project library for management.

The feasibility study report of industrial development projects with an investment of more than 6,543.8+0,000 yuan (including 6,543.8+0,000 yuan) shall be submitted to the provincial immigration management agencies for examination and approval after preliminary examination by the municipal immigration management agencies;

The feasibility study report of industrial development projects with an investment of 500,000 yuan (including 500,000 yuan) to 6,543.8+0,000 yuan shall be examined and approved by the municipal and state immigration management agencies.

The feasibility study report of industrial development projects with resettlement funds of less than 500,000 yuan shall be examined and approved by the county and urban resettlement management agencies.

The immigration department should strengthen the organization, guidance and coordination of the preparation of the feasibility study report of the immigration industry project. Before the feasibility study report is reviewed, relevant experts shall be organized to seriously inspect the project site.

(two) the preliminary work documents of the immigration industry project with the investment and implementation of the industry authorities and local governments as the main body and the resettlement funds as the supporting arrangements shall be submitted to the immigration management agency for examination and filing after the approval of the industry authorities.

(three) it is strictly forbidden to split the investment quota of the project to declare the immigration industry project, so as to avoid the approval of the preliminary work of the project.

Article 8 Fund integration and investment allocation mechanism innovation of immigrant industrial projects.

(a) to strengthen the integration of funds for county-level industrial projects, adhere to the provincial immigration management institutions to guide the development of the immigration industry, county and city governments (including agriculture-related departments) to invest in the immigration industry, county-to-county immigration project funds and post-immigration capital industry projects to support funds, and guide enterprises (professional cooperative organizations) and individual immigrants to invest in the immigration industry, and concentrate on doing great things.

(2) In the construction of immigrant industry, encourage the exploration and development of mixed ownership economy, and effectively set up immigrant project capital shares to benefit immigrants from dividends.

Article 9 The construction of immigrant industry projects should adhere to the development direction of modern agriculture and agricultural industrialization, effectively develop the business model of "company+base+professional cooperative organization+immigrant households" through market mechanism and reasonable guidance of the government, and give full play to the leading role of leading enterprises, professional cooperative organizations and large immigrant developers in the development of immigrant industry.

(1) Encourage counties and cities to introduce powerful and honest leading enterprises in agricultural industrialization to the reservoir area and resettlement areas to establish core bases for agricultural products breeding, and develop them in contiguous areas. The declared bases will be supported by resettlement projects. Leading enterprises and county and urban immigration management agencies reach an agreement through consultation, fill in relevant declaration forms, report them step by step, and incorporate them into the annual project plan management with the approval of provincial immigration management agencies.

Leading enterprises in agricultural industrialization that purchase protective price orders and have more immigrant agricultural products and reach the number specified by the immigration management agencies may apply for loan interest subsidies for immigrant industrial projects to solve the problem of insufficient liquidity. Loan banks and provincial immigration management agencies should strictly examine the applications and discount quotas of leading enterprises.

(two) the immigration industry project can directly arrange to invest in qualified immigration professional cooperative organizations for expenditures directly related to the development of the immigration industry.

(three) the development of large-scale immigration industry shall be formulated by the county-level immigration management institutions and strictly recognized. On the premise that the investment in immigrant industry development projects will obviously promote the development of local immigrants' production, the county and urban immigration management agencies can arrange immigrant industry projects to support them.

Tenth immigration industry project construction, counties and cities should be based on the formation of 1-2 leading industries, adhere to the classification support. First, focus on supporting the continuous expansion and growth of the immigrant industrial base and its industrial chain; The second category is to support key products or bases with characteristics and market demand in the reservoir area.

Eleventh immigration industry projects should highlight the economic benefits of the project and the interests of immigrants. For projects that support leading enterprises in agricultural industrialization and professional cooperative organizations of immigrants to increase the income of immigrants, the county and urban immigration management agencies shall sign agreements with leading enterprises in agricultural industrialization or professional cooperative organizations of immigrants to constrain them to fulfill their responsibilities of increasing the income of immigrants.

County and urban immigration management institutions should grasp the specific situation of leading enterprises in agricultural industrialization supported by immigration industry projects to promote the benefits of immigrants, and establish a roster of immigrants' benefits according to the classification of land transfer, industrial bases and processing plants of leading enterprises, and acquisition of agricultural products of immigrants.

Twelfth to strengthen the management of immigrant industry breeding base, to ensure that a successful development of benefits. Immigration industry projects should ensure that an appropriate proportion is used for the cultivation and upgrading of established immigration breeding bases.

Thirteenth immigration industry projects into large and medium-sized reservoir resettlement planning, reservoir and resettlement area infrastructure construction and economic development planning annual project plan management.

Where the provincial immigration management institutions are included in the counties and cities arranged by the resettlement industry development guidance fund project, the same industry project should be properly arranged in the county fund project plan of the current year or the next year, otherwise the county annual project plan will not be approved.

Fourteenth according to the project examination and approval authority, the provincial, city, county and city immigration management agencies are responsible for the preliminary work of key projects in the immigration industry, and organize the implementation within half a year after the completion of the project.

(1) As the main body of the construction, the county-level urban immigration management institutions should be completed and accepted by the provincial immigration management institutions, which are generally divided into three stages: self-inspection, initial inspection and final inspection. County, city and state immigration management agencies shall conduct self-examination and initial inspection in turn, and the city and state immigration management agencies shall apply to the provincial immigration management agencies for final inspection.

(two) when the provincial immigration authorities accept the immigration industry project, the county immigration authorities or the project construction unit shall provide the following documents and materials:

1, application for project completion and acceptance (application to municipal and state immigration authorities) and summary of project construction work;

2, the project feasibility report and project plan approval documents;

3. Original records of project implementation;

4, renovation and new planting base area and seedling survival rate test report;

5. Financial statements and audit reports;

6, supervision report, self-inspection, preliminary inspection report and other documents, etc.
