Work content of emergency plan in flood season

Legal analysis: (1) immediately report the time, place, development trend and possible harm of flood disaster to the commanders of provincial flood control headquarters and municipal flood control headquarters and relevant deputy commanders;

(two) as soon as possible to put forward the time, scope and route of mass evacuation in flood-stricken areas, closely monitor the development trend of flood disasters, and issue flood forecasts, warnings, emergency warnings and flood bulletins from time to time with the approval of flood control headquarters;

(3) Notify the relevant member units of the Municipal Flood Control Headquarters of the flood disaster as soon as possible, and all units shall make all preparations for emergency rescue and disaster relief according to their prescribed duties;

(4) Turn on all transmission, remote control and telemetry equipment, do everything possible to keep smooth communication with dangerous situations, places where disasters occur, flood control headquarters at all levels, municipal government offices, departments and units, and timely issue relevant manpower, material resources and flood control dispatching orders;

(five) immediately organize relevant departments and units to carry out emergency rescue, further collect more detailed dangers and disasters, and report the dangers and disasters to the provincial flood control headquarters and the municipal government in a timely manner.

Legal basis: Article 11 of the Regulations on Flood Control in People's Republic of China (PRC), the people's governments at or above the county level with flood control tasks shall formulate flood control plans (including measures to deal with catastrophic floods) according to the comprehensive river basin planning, the actual situation of flood control projects and the flood control standards stipulated by the state. Flood prevention schemes for the Yangtze River, Yellow River, Huaihe River and Haihe River shall be formulated by the State Flood Control Headquarters and implemented after being submitted to the State Council for approval; Flood prevention schemes for other rivers across provinces, autonomous regions and municipalities directly under the Central Government shall be formulated by the people's governments of provinces, autonomous regions and municipalities directly under the Central Government, and shall be implemented after being examined and approved by river basin agencies with jurisdiction, and reported to the State Council or its authorized agencies by the people's governments of provinces, autonomous regions and municipalities directly under the Central Government. The people's government of a city with the task of flood control and flood fighting shall, according to the comprehensive river basin planning and the flood prevention plan of rivers, formulate the flood control plan of this city, and report it to the people's government at a higher level or its authorized institution for approval before implementation. After the flood prevention plan is approved, the relevant local people's governments must implement it.
