Does your husband have a home visit permit? Generally born abroad, there may be no home visit permit!
Need documents:
1) Your ID card and household registration book.
2) Your husband's Hong Kong ID card and Home Visit Permit (Vietnamese passport or BNO can be provided without Home Visit Permit), and you don't need a birth certificate. If the Fuzhou Exit-Entry Administration needed it at that time, you could tell the other person that he was born in Vietnam and had no birth certificate, or go to the Hong Kong Immigration Department to issue a certificate to prove when he settled in Hong Kong!
3) Your marriage certificate, your application form for settlement in Hong Kong, and 2-inch color photos of you and your husband (passport photos are enough, 4 photos at a time are enough).
Fuzhou people can apply as long as they register for marriage. My wife is also from Fuzhou. She just applied in February this year and applied as soon as she registered for marriage! Other places require marriage for three or four years before they can apply, but Fuzhou has no such requirement. If it is a Fuzhou hukou, you can go directly to the Fuzhou Exit-Entry Administration Office opposite the south gate of the provincial body!
