New policy of housing accumulation fund withdrawal in Zhengzhou in 2022

Article 1 In order to further expand the coverage of the housing provident fund system, support flexible employees in Zhengzhou to improve their living conditions, participate in the housing provident fund system, and settle down through preferential policies of the housing provident fund system, these measures are formulated in accordance with the spirit of the Regulations on the Administration of Housing Provident Fund in the State Council and relevant laws and regulations, and combined with the reality of Zhengzhou City.

Article 2 The term "flexible employees" as mentioned in these Measures refers to those who are employed in flexible forms such as part-time, temporary and flexible work. Flexible employees include:

(1) Urban individual industrial and commercial households refer to individual operators and their employees who have gone through industrial and commercial and tax registration in this Municipality and obtained business licenses and tax registration certificates;

(2) Freelancers refer to workers who have not established formal labor relations with employers, independently engage in a certain occupation and provide legal services to the society.

Article 3 These Measures shall apply to flexible employees who have reached the age of 18, men under 55 and women under 50. In Zhengzhou City, there is a stable source of economic income, good personal credit, voluntary commitment to fulfill the obligation to pay housing provident fund, able to pay housing provident fund independently, and enjoy the relevant rights granted by the housing provident fund system.

Article 4 Zhengzhou Housing Provident Fund Management Center (hereinafter referred to as the Provident Fund Center) designates the entrusted bank to undertake the establishment, deposit registration, remittance, change, transfer, withdrawal and loan of housing provident fund accounts for flexible employees within the administrative area of Zhengzhou City.

Chapter II Establishment of Housing Provident Fund Account

Fifth provident fund centers and branch management institutions shall set up independent housing provident fund accounts for flexible employees who apply for independent housing provident fund deposit, and set up individual accounts under this account for centralized management.

Sixth flexible employees with the following documents and materials to the designated entrusted bank to fill out the "Zhengzhou flexible employees housing provident fund deposit registration application form", for housing provident fund personal account establishment procedures:

(1) my ID card;

(2) Bank's first-class debit card.

After accepting the application, each undertaking institution shall register the qualified personnel within three working days and establish personal accounts for them. If it does not meet the requirements, it shall reply in time.

Seventh before the implementation of these measures, flexible employees who have opened individual accounts of housing provident fund in the provident fund center shall go through the transfer procedures of individual accounts of housing provident fund first, and the original individual accounts can continue to be used.

If a flexible employee establishes a formal labor relationship with the employer and continues to pay the housing provident fund, he can transfer his personal housing provident fund account to a new unit to continue to pay with his identity document.

Chapter III Deposit of Housing Provident Fund

Article 8 The monthly deposit amount of the housing provident fund independently paid by flexible employees shall be the monthly deposit base multiplied by the deposit ratio. The lower limit of the monthly deposit base is 60% of the average monthly salary of employees of local urban private enterprises published by the statistics department of Zhengzhou City, and the upper limit is 3 times of the average monthly salary of employees of local urban private enterprises published by the statistics department. The proportion of flexible employees is 20%.

Flexible employment personnel in a housing provident fund deposit year (July of that year 1 to June 30th of the following year) deposit base unchanged. If changes are needed, an application should be submitted to the Provident Fund Center from July 1 to July 15 of that year.

Article 9 After going through the formalities for setting up the housing provident fund account, the flexible employees will deposit the housing provident fund into their bank debit card in full and on time every month, and the entrusted bank will deduct it from the depositor's bank account to the individual provident fund account according to the contents of the voluntary deposit and collection contract. If the entrusted bank fails to deduct the housing provident fund due to the insufficient balance of the depositor's bank card, the depositor shall make up the corresponding withholding amount before the next deduction.

If flexible employees fail to deduct the deposit funds normally on the deposit date of the current month, the entrusted bank will deduct the deposit continuously within two days after the deposit date. If the housing provident fund has not been paid for more than one month, the provident fund center will seal its account. If the deposit is stopped for more than three months, the number of months of housing provident fund deposit will be recalculated from the date of account unsealing.

Article 10 The housing provident fund paid by flexible employees shall bear interest at the interest rate stipulated by the state from the date of deposit in the personal account of the housing provident fund.

Chapter IV Extraction of Housing Provident Fund

Eleventh flexible employees who meet the conditions of Zhengzhou housing provident fund withdrawal can apply for withdrawal of the balance in their housing provident fund accounts.

Article 12 A flexible employee who has reached the age of 55 for men and 50 for women or voluntarily cancels the account may apply for withdrawing the balance of principal and interest in the account and canceling the account. If the individual housing provident fund loan has been handled and not settled, the principal and interest balance of my account can be withdrawn and cancelled only after the loan principal and interest are settled.

Chapter V Housing Provident Fund Loans

Article 13 Flexible employees who have paid the housing provident fund in full and on time 12 months or more and meet the conditions of Zhengzhou housing provident fund loan can apply for individual housing provident fund discount loans at the trustee bank designated by the provident fund center according to regulations.

If the flexible employees who have applied for individual housing provident fund discount loans and whose loans are not settled are in arrears with the housing provident fund for more than 3 months or fail to repay the loan principal and interest on schedule, the provident fund center will stop subsidizing the interest difference between commercial bank loans and housing provident fund loans. The borrower's default information will be included in the personal credit information system of China People's Bank as a personal bad credit record.

Article 15 These Measures shall come into force on July 18, 2022, and the Interim Measures for the Administration of the Deposit and Use of Housing Provident Fund for Flexible Employees in Zhengzhou (Zheng Provident Fund [20 16] No.25) issued by the Provident Fund Center on August/6, 2022 shall be abolished at the same time.
