It can indeed be shipped back. But it's quite troublesome.

You must first go to the Animal and Plant Health Inspection Service (Animal and Plant Health Inspection Service) to apply for your pet’s vaccination certificate (you may also need an injection). For details, please contact the Pet Immigrant Center.

Then when you buy a ticket, you need to specifically indicate that you are traveling with a pet (most airlines are limited to 1). The airline will then give you a small cage and tag just for your pet. Your pet is not on the same plane as you. But it's the same time and place. Don't forget to indicate that you have pets on the Customs Declaration Form for Inbound Passenger Luggage and Items of the People's Republic of China. Then when you arrive in China, prepare your pet’s relevant quarantine documents and you can take it away. In rare cases, it seems that on-site quarantine will be required.
