Water quality protection measures of Dongpu Reservoir in Hefei City

Chapter I General Provisions Article 1 Dongpu Reservoir is an important drinking water source in Hefei. In order to ensure the cleanliness of reservoir water quality and protect people's health, these measures are formulated according to the Law of People's Republic of China (PRC) on the Prevention and Control of Water Pollution and the actual situation of our city. The second reservoir water quality protection scope:

(1) First-class protected areas: the land and waters on the waterfront slope with the designed resettlement elevation of 30 meters below the reservoir;

(2) Secondary protected area: it is1.000m away from the first protected area;

(3) Third-class protected area: the area where the river that collects water into the reservoir flows through Hefei. Article 3 The environmental planning, management and evaluation of water bodies in protected areas shall implement the second-class standard of National Environmental Quality Standard for Surface Water. Fourth reservoir water resources belong to the state. Any unit or individual has the responsibility to protect the water quality, and has the right to supervise the behavior of polluting the water quality of reservoir water sources. Chapter II Prevention and Control of Water Pollution Article 5 In the first-class protected areas, the following acts are prohibited:

(a) other projects except water conservancy, tap water and environmental greening projects;

(2) Directly or indirectly discharging waste water and dumping wastes into water bodies;

(3) Stacking, storing and burying solid wastes and other pollutants;

(4) Swimming, water sports and recreational activities;

(five) cleaning vehicles and other appliances in the water;

(six) poisonous fish, fried fish, electric fish and hunting waterfowl;

(seven) cage fish, fish, poultry and livestock;

(eight) launching ships outside the hydrology, water quality monitoring and public security departments;

(9) Building new farmhouses, reclaiming and reclaiming cultivated land. Article 6 The following acts are prohibited in secondary protected areas:

(1) Discharge the wastewater into the reservoir;

(two) the construction of industrial wastewater discharge into the reservoir project;

(3) stacking waste residue, setting up warehouses or stacking hazardous chemicals.

The construction of other projects must be approved by the Municipal Environmental Protection Bureau and reported to the municipal planning administrative department for approval. Seventh in the third-class protected areas, no serious pollution projects such as metallurgy, chemical industry, paper making, leather, electroplating, printing and dyeing, pharmacy, etc. shall be built. To build other projects, we must strictly abide by the provisions of the state and this Municipality on environmental protection management of construction projects, and go through the examination and approval procedures for the simultaneous design, simultaneous construction and simultaneous commissioning of pollution prevention projects and main projects. Eighth in the first and second protected areas, all units that directly or indirectly discharge waste water into the reservoir must be treated according to the time limit stipulated by the Municipal Environmental Protection Bureau. Article 9 Within the land area of the first-class protected area, trees and grass should be planted to protect the bank slope of the reservoir, prevent soil erosion and purify the water body. Tenth in the reservoir water quality protection zone, the following acts are prohibited:

(1) Killing birds, snakes, frogs and natural enemies of pests;

(two) deforestation, deforestation;

(three) the use of highly toxic and high residue pesticides. Chapter III Supervision and Administration Article 11 These Measures shall be organized and implemented by the Municipal People's Government, and implemented by the Municipal Environmental Protection Bureau and Dongpu Reservoir Management Office according to their respective responsibilities.

Feixi County, suburban people's government and water conservancy, agriculture and forestry, public security, industry and commerce, health, planning, landscape and other departments must cooperate with the Municipal Environmental Protection Bureau and Dongpu Reservoir Management Office according to their respective responsibilities. Twelfth Municipal Environmental Protection Bureau is responsible for the unified supervision and management of these measures, and its main responsibilities are:

Thirteenth Dongpu Reservoir Management Office is responsible for the daily management of reservoir water quality protection and the supervision and implementation of the third to ninth provisions of Article 5 of these Measures. Chapter IV Awards and Penalties Article 14 Units and individuals that meet one of the following conditions shall be commended and rewarded by the Municipal People's Government.

(a) seriously implement these measures and make remarkable achievements in protecting the water quality of reservoir water sources;

(two) wastewater treatment to meet the requirements in advance;

(three) to expose the behavior of water pollution accidents caused by violation of these measures, which has been verified by investigation. Fifteenth units and individuals that have one of the following acts shall be punished according to different situations.

(1) Those who violate the third, fourth, fifth, seventh, eighth and ninth items of Article 5 of these Measures shall be given a warning and ordered to clean up the pollution or relocate within a time limit. If it is not handled within the time limit, a fine of more than 200 yuan 1000 yuan shall be imposed; Impose a fine of ten yuan to two hundred yuan on individuals;

(two) in violation of the sixth paragraph of article fifth, a fine of one hundred yuan to one thousand yuan;

(three) in violation of the first, second and sixth, seventh and eighth items of Article 5 of these measures, it shall be ordered to dismantle and control pollution within a time limit, and a fine of 5 thousand yuan to 50 thousand yuan shall be imposed at the same time; Failing to perform within the time limit, it shall be ordered to suspend business or close down;

(four) the discharge of wastewater containing hexavalent chromium, cyanide, volatile phenol, mercury, arsenic compounds and other toxic substances into the reservoir, which seriously pollutes the water body, shall be fined not less than fifty thousand yuan but not more than one hundred thousand yuan;

(five) the persons who are directly responsible for causing serious water pollution shall be given administrative sanctions by their units or higher authorities. Sixteenth fine income shall be handled in accordance with the relevant provisions of the state, and no unit or individual may occupy, deduct or misappropriate it.
