Why is South America so chaotic?

The law is too loose, the gap between the rich and the poor is large, and drugs are rampant. There are many historical and geographical reasons. South American immigrants are basically robbers and thugs. The purpose of their arrival in South America was gold, and they did not hesitate to slaughter local aborigines. When the labor force is insufficient, they engage in population trade, obtain a large number of slaves from Africa and engage in economic work. In order to facilitate their rule, they expelled and even slaughtered Indian men, combined with Indian women and gave birth to a large number of mixed-race people. Culture is mixed, but there is no top-level construction, which leads to general social chaos.
