More than a decade ago, because of the road widening project, more than 20 houses in the village were demolished from state-owned land and placed on a nearby agricultural land. At the beginning, all towns and villages promised to do a good job in property right certificates. Now more than ten years have passed, and this part of the house has been stuck in the property right certificate because of land problems. "Legal housing" suddenly became "illegal building".

Immigrant houses along the widening road of Siming Road were demolished.

Siming Road in Yinjiang Town is the main road in the town. It is also the only way from Ningbo to Yinjiang and Zhang Cun, with eight lanes in both directions, neat and beautiful. On the south side of Dongxing Village Road, there is a row of three-story buildings, which are the "problem rooms" reported by villagers to reporters.

Mr. Li, a villager, took the reporter to check the scene. The houses near the road here are all upstairs, and the downstairs is used as a storefront. A row of three floors, * * * four buildings, with 28 rooms, is quite special. "Strictly speaking, this house is an illegal building."

There are many row houses here, all of which are immigrant houses built by Zhougongzhai Reservoir more than ten years ago. All residents migrated from Jiangjia Village of Zhougongzhai Reservoir to Dongxing Village of Yinjiang Town.

There is no problem with immigration policy. Resettlement compensation and land property rights in place. The land in Dongxing village is also allocated by the state.

In 2003, the resettlement house was completed, and the immigrants from Jiangjia Village moved to Dongxing Village. At that time, the first row near the road was three floors, and the row inside was two floors. When the house was divided, all the villagers drew lots to decide.

"The house in the first row has three floors, and the roadside can also be used as a storefront, which is quite good." The villagers said: "As a result, after more than a year, Siming Road has to be widened again, and the house in our first row has to be demolished again."

The demolition involved four buildings with 28 rooms and 24 villagers. Mr. Lu, a villager, showed the reporter a demolition agreement at that time.

This is an agreement on the demolition of houses by Jiangjiashan immigrants in Mingzhou Avenue Project. The agreement was signed in June 2005. Party A is Dongxing Village Economic Cooperative of Yinjiang Town; The name of Party B as the demolisher. The compensation fee for demolition is stipulated, and villagers who fail to demolish within the time limit will not be rewarded and forced to demolish. Where is the demolition and resettlement? For the villagers, of course, it is still required to be placed on the roadside as a storefront. So the village drew a piece of land on the roadside next to the immigrant area and built the same three-story residential building.

Housing construction began in 2005. After all the houses were completed in 2006, 24 villagers moved in, the original houses were demolished and the road widening project went smoothly.

The house was built on agricultural land and could not get the real estate license for more than ten years.

"At that time, the village Committee promised us that after the demolition and resettlement, the policies that immigrants should have remained unchanged, including the property right certificate of the house!" The villagers told reporters excitedly, "The result can't be fulfilled!"

It turns out that because the land is state-owned, the relevant departments also promised to issue real estate licenses. Therefore, in 2007, they all got the "House Ownership Certificate" and in 2009, they also got the "State-owned Land Use Certificate". However, 24 villagers who were demolished because of road widening have been unable to get real estate license and land certificate.

When they went to the village Committee to ask, they realized that the land nature of their house was "agricultural land" and they could not get the property right certificate at all.

"We used to be a' legal building', but now we have been demolished because of road projects, but suddenly it has become an' illegal building'. How can this be accepted? " Mr. Li, a villager, said, "Later, we have always reflected that other people's property certificates have been in operation for more than ten years, and we still have nothing."

The villagers told reporters that because the house has no property right certificate, it has brought great losses and difficulties to themselves. Aunt Yuan said: "The value of a house with a property right certificate is half different from that of a house without a property right certificate. Some villagers have to sell only 600,000 houses worth at least one million because their sons are in a hurry to get married and have no money to buy commercial houses. " The villagers said that some businesses need money, and it is not good to use the house as a mortgage. "If it is to be demolished again in the future, how to calculate this' illegal building'? The longer we wait, the more we panic! "

The procedure is being processed, and it is uncertain when it will be completed.

The reporter then went to the village Committee of Dongxing Village. The secretary of the village committee is in the office. He told reporters: "There are historical reasons, but we are now going through the formalities."

Ren said that these villagers immigrated from the reservoir more than ten years ago. At the beginning, it was all state-owned land, and the policies were well done at that time. But later it involved road construction, which was also a livelihood project. So I put it in a nearby field. This piece of land is all good, and it is connected with other immigrant houses, that is, the nature of the land is "agricultural land".

Ren said that several secretaries in their village are doing this work and coordinating with the town government. However, the land management became more and more strict, and the division between Yinzhou and Haishu was adjusted in 20 16. This matter has been dragged down again.

Because of historical reasons, the land violations involved need to be punished and adjusted again. Ren said that the current punishment procedure is almost the same. Land approval procedures are also being further processed.

Relevant personnel of the Urban Construction Office of Yinjiang Town Government said that the relevant procedures have been completed since last year. At present, some formalities have been completed, but not all of them have been completed. When can I get the title certificate? It's hard to say yet.

Commitment can't always be delayed.

But nearly a year has passed, and there is still no news about the property right certificate. The houses of these villagers were originally legal buildings, but because of the road widening project, they were demolished and placed as "illegal buildings", and the relevant departments should be responsible for this.

In addition, the promises to be fulfilled should be fulfilled in time, not always delayed.
