Legal analysis: after accepting the application for training subsidy, the county-level poverty alleviation immigration department should review the subsidy object. The review focused on:

(a) whether it belongs to the rural poor in the poverty alleviation department;

(two) whether to receive full-time secondary and higher vocational education at school and have a formal student status;

(three) whether to participate in the transfer of employment skills training;

(four) whether you have enjoyed the training subsidies of the poverty alleviation and immigration departments;

(five) whether the skill certificate (qualification certificate) is true. The skill certificate (qualification certificate) must be obtained in the same year, and the authenticity can be inquired online (the skill certificate is issued by the labor and social security department and the qualification certificate is issued by the relevant functional departments).

Legal basis: Article 16 rural five-guarantee service institutions can carry out agricultural and sideline production aimed at improving the living conditions of rural five-guarantee recipients. Local people's governments at all levels and their relevant departments shall give necessary support to rural five-guarantee service institutions to carry out agricultural and sideline production.
