Article 2 The lottery mentioned in these Regulations refers to the certificate issued by the state with permission to raise social welfare funds and promote the development of social welfare undertakings, which is purchased by natural persons voluntarily and won the chance of winning according to specific rules. Lottery tickets do not return the principal and do not pay interest.

Article 3 Welfare lottery tickets and sports lottery tickets shall be licensed by the State Council. It is forbidden to issue other lottery tickets without the permission of the State Council. It is forbidden to issue and sell overseas lottery tickets in People's Republic of China (PRC).
