In recent years, the term "housing migration" has become popular. According to some intermediaries, in some European countries, families can emigrate by spending 300,000 euros to buy real estate. This "beautiful thing" that sounds extremely attractive has caused Ms. Xu in Beijing a headache. In order to provide her son with better educational opportunities, Ms. Xu bought an apartment with an area of 90 square meters in Cyprus, a small Mediterranean country, through an intermediary company. But then, the apartment was mortgaged to the bank by the local developer, and Ms. Xu could not obtain the property right certificate of the house. After her son reached the age of 18, she was also deprived of her local permanent residency. "None of the promises of the intermediary have been fulfilled, wasting time." Ms. Xu regretted it.

□ Immigration experience

Entrust intermediary immigrants to study abroad

Ms. Xu, a 45-year-old Beijinger, is a housewife. "I want my son to go to European countries for education." After some psychological struggle, Ms. Xu decided to take her son to seek ways to immigrate to Europe.

On 20 12, Ms. Xu consulted United Investment Consulting Co., Ltd. (hereinafter referred to as the company) about investment immigration. Ms. Xu said that the company is well-known and has several offices all over the country. It has been established for 2 1 year. So she especially trusts this company.

Ms. Xu said that Ms. Yin, the consultant of the company, told her, "You only need to buy a property of 300,000 euros, and the whole family can get the permanent residence status in Cyprus. The application conditions are simple and can be approved in two months. "

Looking at attractive advertising slogans such as "developed countries in the world", "Europe's top holiday paradise" and "international educational resources", as well as low investment, Ms. Xu was heartbroken. On July 20 12, Ms. Xu signed the Cyprus Investment Immigration Agency Service Contract with the company and paid the agency fee of RMB 2 10/0,000.

The reporter saw from the contract provided by Ms. Xu that He Zhong promised to provide Ms. Xu with the latest policies and change notices in Cyprus, help her submit all immigration materials to relevant departments for review, and assist in arranging Ms. Xu to buy real estate in Cyprus until she obtained a permanent residence visa in Cyprus.

"He Zhong also said that their company has an office in Cyprus, and the immigrants are accompanied by company staff." Ms. Xu said.

Cyprus permanent residence visa was delayed.

On August 20 12, under the arrangement of the company, Ms. Xu flew to Cyprus for a house purchase inspection.

Ms Xu recalled that after arriving in Cyprus, she was received by a China. It was not until 1 years later that she realized that the China people who received her were not the staff of He Zhong company, but the staff of a local intermediary agency called DELSK entrusted by He Zhong company.

Ms. Xu told the receptionist that she wanted to go to Nicosia, the capital of Cyprus, the second largest city to see the house immediately.

However, the other party refused on the grounds that Nicosia, the capital, was very hot and crowded and the crime rate was high and unsafe, and only took Ms. Xu to inspect several real estate projects in Paphos and Larnaca.

"I later learned that Pascalis Construction Holdings Co., Ltd. (hereinafter referred to as Pascalis Company), a developer who cooperated with Delsk, only had real estate projects in these two cities, so they deliberately discredited other cities and refused to show customers the house." Ms. Xu said.

On the last day of the inspection tour in Cyprus, although it was not ideal, Ms. Xu booked a 90-square-meter apartment in Larnaca, signed a purchase contract with the developer PASCHALIS, and signed an entrustment agreement with the lawyer appointed by the developer and the intermediary. After paying the house price, Ms. Xu returned to China.

Ms. Xu said that He Zhong Company promised that she and her son would get the permanent residence visa two months after the application materials were prepared, that is, February 20 12, but in fact it was not until April 20 13. Finally got the visa, Ms. Xu's family was immersed in joy and full of yearning for a new life. The intermediary did not handle it on time as promised and did not have any accountability.

The mortgage bank can't handle the deed.

20 13 10 After everything is settled in Beijing, Ms. Xu is going to live in Cyprus with her son, who is 15 years old. A few days before departure, Ms. Xu learned through friends and other channels that the apartment she bought was mortgaged to the bank by the developer, and the developer did not return it to the bank after receiving the purchase price, but used it for other purposes.

Ms. Xu went to He Zhong Company and asked the other party to solve the housing problem. He Zhong Company entrusts Delsk Company to help Ms. Xu rent a house for temporary residence. After arriving in Cyprus, Ms. Xu directly contacted the developer and asked the bank to abstain from the house, but the other party tried every means to delay.

"I went to the developer's office countless times and got no answer. When I went back last month, I found that all their offices were locked. After many evasions, Delsk staff lost contact like disappearing out of thin air. " Ms. Xu said that what worries her most is that if the developer goes bankrupt, the bank will take away the property she bought.

"I can't apply for the title deed without a bank waiver. I spend money on a house that doesn't belong to me. The house may be taken away by the bank in minutes. " Ms. Xu said helplessly.

Ms. Xu provided the reporter with the Property Purchase Contract signed with Pascalis Company. In the contract, Pascalis Company stated that there was a bank mortgage on the land, and clearly wrote: "The developer should send the bank waiver within 15 days after signing the contract and receiving the payment. If it is not implemented, the developer needs to refund the money. " A bank waiver is a statement issued by the bank, which proves that the property has no mortgage in any form or any other actual or legal liability. )

Ms. Xu told reporters angrily that the developer also deceived her to stay, and Delsk's translator was also an accomplice, taking advantage of her language barrier, making her mistakenly think that she could get a bank waiver three months after receiving the house.

On April 20 14, Ms. Xu accepted the house she bought and moved in, but nearly two years later, she still failed to get the waiver from the bank.

When my son reached the age of 18, his permanent residency was revoked.

What is most unacceptable to Ms. Xu is that in August last year, her son's permanent residency was cancelled. "At the beginning, I mainly wanted to let my children immigrate and provide him with a good education. Now it is all ruined." Ms. Xu is very sad.

Ms. Xu said that He Zhong Company and Delsk Company told her that the Cypriot immigration law stipulates that children will lose their permanent residency when they reach the age of 18. If they apply again, they must meet certain property requirements, one of which is that the price of the property under their name should reach 300,000 euros after tax refund. The price of the apartment purchased by Ms. Xu is 320,000 euros, and the price after tax refund is 290,000 euros.

"At that time, He Zhong Company only told me that I could apply for the permanent residency of the whole family by buying a property of 300,000 euros, and did not say that it would exceed 300,000 euros after the tax refund." Ms. Xu said that if she continues to give her son permanent residency, she must buy another property. After weighing for a long time, she refused to buy a house in Cyprus again and chose to send her son to study in the UK.

"He Zhong promised to help with VAT refund, tax exemption for banks and permanent residence for the whole family, but now none of them have been fulfilled, and the responsibility has been pushed to Desk. I have been spending nearly 3 million yuan to immigrate, but now I am in a dilemma. " Ms Xu said that she regretted it.

Ms. Xu said that recently, the company said that Cyprus has introduced a new bill. After the implementation of the new law, banks have no right to repossess real estate, and can apply for bank waiver.

"Until now, no one has seen the bill mentioned by He Zhong Company, and all the statements about the bill come from them. It is difficult for our ordinary customers to verify. " Ms. Xu has no confidence in the company's statement and is still worried that her property will be taken away by the bank at any time.

□ reporter survey

The intermediary company claims to have fulfilled its inspection obligations.

On February 29th last year, at 65438+, the reporter came to He Zhong Company located near the East Third Ring Road in Chaoyang District. Ms. Yin, Ms. Xu's immigration consultant, told the reporter that the company has fulfilled its inspection obligations in the process of helping Ms. Xu to apply for housing immigration.
