Chapter I General Provisions Article 1 In order to promote water conservation and scientific water use, enhance the self-maintenance and transformation ability of water conservancy projects, consolidate and give full play to the benefits of water conservancy projects, and better serve the society, these measures are formulated in accordance with the Water Law of People's Republic of China (PRC) and the Measures for the Administration of Approved Collection of Water Conservancy Projects of the State Council, combined with the actual situation of this province. Article 2 All surface water and groundwater provided by water conservancy facilities shall be provided with paid water supply, and water users shall pay water charges to the water conservancy project management unit in accordance with regulations.

The water fee standard for water conservancy projects shall be determined by the water administrative departments at all levels in conjunction with the price and financial departments in accordance with these measures, and shall be implemented after being approved by the people's government at the same level. Article 3 People's governments at all levels should strengthen their leadership in the management of water fee collection. All water users should take good care of water engineering facilities, protect water resources, save water and pay water fees in accordance with regulations. Article 4 These Measures shall apply to large and medium-sized water conservancy projects managed by the state and self-built dike water diversion projects in water source areas managed by the state. Chapter II Water Fee Standards Article 5 The principles for approving water fee standards are as follows:

(a) the water fee standard is based on the cost of water supply, and according to national policies and local water resources, all kinds of water are approved separately.

(two) the water supply cost of water conservancy projects should include operation management fees, major repair fees, depreciation fees and other expenses that should be included in the cost according to regulations.

(3) The water supply cost of agricultural water does not include the depreciation of farmers' fixed assets.

(four) industrial, township enterprises and urban domestic water charges, according to the cost of water supply plus a certain annual surplus, the annual surplus is calculated according to 7%, 6% and 4% of water supply investment.

(five) the local government shall give subsidies if the water fee collection standards determined by various localities are lower than the water supply cost.

(six) the water fee standards formulated by all localities should not only make industrial and agricultural production affordable, but also not lower than the provincial minimum standard. Sixth agricultural water fee standards:

(1) gravity irrigation: the water fee standard for grain, cotton and oil crops is not less than four points per cubic meter.

(2) Pumping irrigation: The water fee standard for grain, cotton and oil crops is determined according to the water supply cost and water source condition of different pumping, but it shall not be lower than the minimum water fee standard for gravity irrigation.

(3) The water fee standard for other cash crops should be 20% to 30% higher than that for grain, cotton and oil crops. Seventh industrial water fee standards:

(1) Water fee standard for every cubic meter of water consumed: no less than 20 points in water-deficient areas and no less than 15 points in other areas.

(2) Water fee standard for tap water per cubic meter: no less than four points in water-deficient areas and no less than three points in other areas.

(3) Charge standard for circulating water per cubic meter: no less than 3 points in water-deficient areas and no less than 2 points in other areas.

The water quality of tap water and circulating water returned to the water supply system after use must meet the national standards required for system use. If the water pollution exceeds the national standards, it will be levied according to the water consumption and water fee standards. Article 8 The water fee per cubic meter for township enterprises: not less than 18 in water-deficient areas and not less than 13 in other areas. Ninth city domestic water per cubic meter of water fee standard is not less than ten yuan. Tenth reservoir aquaculture water charges shall not be less than 3% of the total annual sales revenue of aquaculture products. Water aquaculture and planting should be charged according to the water fee standard of economic crops. Eleventh hydropower stations are charged according to the amount of electricity generated. Electricity is generated by water alone, and the charge for each power generation is not less than one point; Combined with irrigation and other water to generate electricity, the charge per generation is not less than 0.6 points. Twelfth urban greening, parks, lakes, stadiums and other public welfare undertakings, the water fee per cubic meter is not less than seven points. Thirteenth water conservancy projects for agricultural water supply, such as water from the reservoir, should pay the water fee to the reservoir management unit, such as water from other water supply projects, should pay the water fee according to the cost.

For water conservancy projects that supply industrial water, the charging standard of water source fee should include the surplus and balance of water supply investment. Chapter III Collection of Water Fees Article 14 The division of water-deficient areas shall be proposed by the water administrative departments at all levels according to the supply and demand situation and changes of water sources in various places and reported to the people's government at the same level for approval and determination. When the actual metering point is inconsistent with the metering point specified in the preceding paragraph, the water fee standard should be adjusted accordingly according to the increase or decrease of the water loss rate of the river section moving down or up. Nineteenth water users should build and install water metering facilities at the metering point where water charges are collected, and make regular calibration. Water metering facilities are managed by the water conservancy project management unit. Without the construction and installation of water metering facilities, the water fee shall be charged according to the determination of the maximum water diversion capacity of the unit throughout the day.
