The US Citizenship and Immigration Service announced the new regulations, saying that from August 9, foreign students, visiting scholars and their families will be regarded as "illegal residents" if they fail to maintain their valid identity in the United States the day after completing the course, graduating and the expiration of the I-94 card. According to the policy memorandum issued by the US Citizenship and Immigration Service, these people and visas will involve: students (F visas), visiting scholars (J visas), short-term students (M visas), and relatives with F-2, J-2 and M-2 visas to the United States. If they can't maintain their legal status the day after the expiration of their valid visas, their days in the United States will be counted as "illegal residence" days.
