At the same time, the following conditions must be met:

(1) Cadres of our district (including cadres who aid Tibet), employees, urban residents, and children of farmers and herdsmen with household registration in Tibet can apply for colleges and universities inside and outside the district.

(2) After the cadres and employees who have worked in our district leave Tibet, their children whose household registration is in Tibet can apply for higher education institutions inside and outside the district.

(3) Our region’s agencies and institutions employ professional technicians or managers with intermediate professional titles or above within and outside the region in accordance with relevant regulations, and their children’s household registration shall be as per the "Reported by the General Office of the Tibet Autonomous People's Government to the Autonomous Region Public Security Department" "Notice on Reforming the Household Registration Management System in Our District and Relaxing the Regulations on Household Entry Conditions" (Zangzhengbanfa [2001] No. 82) (hereinafter referred to as Document No. 82) who have moved into Tibet and whose household registration has been in Tibet for more than one year (the previous year Those who have registered before July 31 (the same below) and have been studying in Tibet high schools for more than one year (including one year) can apply for higher education institutions inside and outside the region.

(5) Official cadres and children of employees of offices and units in the mainland that have been approved by the People’s Government of the Autonomous Region and relevant functional departments of the government, and whose household registration is in Tibet, can apply for higher education institutions inside and outside the region. Non-immediate relatives shall apply in accordance with the Item (6) of this article shall handle the matter.

Formal cadres and children of employees of the Golmud Office of the People’s Government of the Autonomous Region and Tibet Nationalities College can apply for higher education institutions inside and outside the region.
