Persons who register to take the admission examination for general colleges and universities in our district must abide by the Constitution and laws of the People's Republic of China, have graduated from a senior secondary education school or have equivalent academic qualifications, and are in good health. At the same time, the following conditions must be met:

(1) Cadres of our district (including cadres who aid Tibet), employees, urban residents, and children of farmers and herdsmen with household registration in Tibet can apply for colleges and universities inside and outside the district.

(2) After the cadres and employees who have worked in our district leave Tibet, their children whose household registration is in Tibet can apply for higher education institutions inside and outside the district.

(3) Our region’s agencies and institutions employ professional technicians or managers with intermediate professional titles or above within and outside the region in accordance with relevant regulations, and their children’s household registration shall be as per the "Reported by the General Office of the Tibet Autonomous People's Government to the Autonomous Region Public Security Department" "Notice on Reforming the Household Registration Management System in Our District and Relaxing the Regulations on Household Entry Conditions" (Zangzhengbanfa [2001] No. 82) (hereinafter referred to as Document No. 82) who have moved into Tibet and whose household registration has been in Tibet for more than one year (the previous year Those who have registered before July 31 (the same below) and have been studying in Tibet high schools for more than one year (including one year) can apply for higher education institutions inside and outside the region.

(4) For operators registered in our region in accordance with the investment promotion policy of the People’s Government of the Autonomous Region and the relevant provisions of Document No. 82 and operating for more than three years (including three years), their children’s household registrations will be moved in according to relevant regulations Students who have studied in Tibet for more than three years (including three years) and have studied in Tibet high school for more than one year (including one year) can apply for higher education institutions inside and outside the region.

(5) Official cadres and children of employees of offices and units in the mainland that have been approved by the People’s Government of the Autonomous Region and relevant functional departments of the government, and whose household registration is in Tibet, can apply for higher education institutions inside and outside the region. Non-immediate relatives shall apply in accordance with the Item (6) of this article shall handle the matter.

Formal cadres and children of employees of the Golmud Office of the People’s Government of the Autonomous Region and Tibet Nationalities College can apply for higher education institutions inside and outside the region. If the household registration of non-immediate relatives is in Tibet, the application shall be handled in accordance with the provisions of item (6) of this article; if the household registration is not in Tibet, the application shall not be allowed.

(6) Non-immediate relatives of cadres, employees, urban residents, farmers and herdsmen in our region shall, in accordance with the relevant regulations on household registration management of the Tibet Autonomous Region and meet the relevant household registration conditions, move their household registration into Tibet, and the moving time shall be three Applicants who are over 20 years old (including three years) and have completed three years of Tibetan high school enrollment (from the first to the third year of high school in Tibet) can apply for higher education in the region or non-key higher education institutions outside the region.

Article 4 The autonomous region’s education administration department must implement a unified electronic registration system for high school students’ status, scientifically regulate and strictly manage it.
