Article 1 In order to strengthen the management of water conservancy projects, give full play to the comprehensive benefits of the projects, ensure the safety of people's lives and property, and promote the national economic development of our city, these measures are formulated in accordance with the provisions of relevant laws and regulations and with the actual situation of this Municipality. Article 2 These Measures shall apply to water conservancy projects such as rivers, dikes, dams, flood storage and detention areas, reservoirs, irrigation areas, channels, wells, irrigation and drainage stations, hydropower stations, ponds and pools, and their ancillary facilities. Article 3 Water conservancy projects shall follow the principle of combining unified management with hierarchical management.

The municipal water administrative department is responsible for the unified management of the city's water conservancy projects.

County (city) and district water administrative departments are responsible for the management of water conservancy projects within their respective administrative areas; Water conservancy projects initiated by collectives and managed by the masses shall be managed by initiating units and individuals.

The municipal administrative department of urban construction is responsible for the management of urban water supply, drainage and flood control projects. Article 4 All units and individuals have the obligation to protect the safety of water conservancy facilities.

All acts that endanger the safety and integrity of water conservancy projects, damage the efficiency of water conservancy facilities, interfere with and undermine the management order of water conservancy projects are prohibited. Article 5 People's governments at all levels should increase investment in water conservancy projects year by year, strengthen the maintenance, conservation and renewal of engineering facilities, and encourage domestic and foreign organizations and individuals to build water conservancy projects in the form of sole proprietorship, joint venture and joint-stock cooperation. Article 6 The scope of management and safety protection of various water conservancy projects managed by the state shall be defined according to the following standards:

(1) The management scope of dikes in river courses and flood storage and detention areas starts from the lifting capacity, ranging from 5m to 20m inside the dike and from10m to 30m outside the dike; The safety protection range is 50m to100m outside the toe of the embankment.

The management scope of levee river course includes the waters between the embankments on both sides of the strait, state-owned beaches, embankments on both sides of the strait and the management scope of embankments; The management scope of the river without dike is determined according to the historical highest flood level or design flood level. The management scope of the unguarded reach of Fuyang River in the urban area is 30 meters to 40 meters on both sides of the river center line.

(two) the management scope of the reservoir area is below the normal water level or below the resettlement line or land acquisition line around the reservoir; The safety protection scope is that the check flood level line extends upward along the hillside for 20m to 100m.

The dam management scope is 30 meters to 300 meters outside the toe of the downstream dam, and the left and right banks are 30 meters to 300 meters outside the excavation line; The safety protection range is100m to 300m outside the management scope.

The management scope of both sides of the discharge building and other buildings is 20 meters to 50 meters outside the outer line of the building; The safety protection range is100m to 200m beyond the management scope.

(3) The scope of river management with dikes includes waters, ditches, dikes and channel protection areas between dikes on both sides of the strait; The management scope of non-dike rivers includes waters, canal edges and canal protection land.

The scope of land for channel protection is: from the foot of the outer dike to the outside, from the edge of the upper mouth of the channel to the outside without dike, the main canal is 2 meters to 5 meters, and the branch canal 1 meter to 2 meters; The scope of channel management with traffic demand can be appropriately relaxed. The scope of safety protection is 20 meters to 50 meters outside the management scope.

(four) the management scope of the water tunnel is 10 meters to 30 meters outside the outer line of the import and export buildings and shafts; The safety protection scope is 50m to100m outside the management scope, on both sides of the roof.

(5) The management scope of culverts, irrigation and drainage stations and hydropower stations is10m to 30m outside the building edge; The safety protection range is from 50m to100m beyond the management scope. Article 7 For water conservancy projects managed by the state, the land within the management scope and the attachments on the land belong to the whole people, and the right to use belongs to the project management unit; When collectively owned land is used, it must be subject to the unified management of water conservancy project management units; The ownership of the land within the scope of safety protection remains unchanged, and the use shall not endanger the safety of water conservancy projects. Eighth ponds, pools, irrigation and drainage stations, channels, wells and other small water conservancy projects. Collectives and individuals shall be designated by the township (town) people's government according to the actual needs with the approval of the water administrative department, and no unit or individual may occupy or destroy them without authorization. Ninth in the construction of various buildings and facilities within the scope of water conservancy project management, the construction unit must submit the project construction plan to the water administrative department for examination and approval before performing the formalities for examination and approval of capital construction, and the water administrative department shall participate in the construction supervision and acceptance. Within the scope of safety protection, buildings and facilities that endanger the safety of water conservancy projects shall not be built. Tenth production and living facilities and other historical buildings within the scope of water conservancy project management, which are in dangerous areas or seriously affect the safety of water conservancy projects, shall be demolished within a time limit; Other areas should be demolished by stages in combination with engineering transformation, urban construction and land development and utilization planning. The specific implementation measures shall be formulated by the Municipal People's government. Eleventh towns along the river in the preparation and review of urban construction and development planning, should seek the opinions of the river authorities in advance. The utilization of river shoreline should be subject to river regulation planning.
