Who is eligible to apply for a Hong Kong identity card?

According to the Immigration Ordinance, China citizens who meet the following conditions are permanent residents of the HKSAR and enjoy the right of abode.

Chinese citizen

(a) China citizens born in Hong Kong before or after the establishment of the Hong Kong Special Administrative Region.

(b) China citizens who have ordinarily resided in Hong Kong for a continuous period of seven years or more before or after the establishment of the Hong Kong Special Administrative Region.

(c) a China child born outside Hong Kong before or after the establishment of the Hong Kong Special Administrative Region, and at the time of the birth of the child, the China citizen belongs to the above-mentioned (a) or (b).

The right of abode of permanent residents of the Hong Kong Special Administrative Region referred to in this paragraph can only be exercised when the status of permanent residents of the Hong Kong Special Administrative Region is established, and he/she must hold the following documents:

He/she has been issued with a valid certificate of right of abode and attached to his/her valid travel document;

A valid passport of the Hong Kong Special Administrative Region;
