1. Acceptance: After accepting the application materials for ordinary passports, the exit-entry administrative organ of the public security organ shall ask the parties concerned. If the application materials are complete and conform to the statutory form, it shall be accepted on the spot; If the application materials are incomplete or inconsistent with the statutory form, the applicant shall be informed of all the contents that need to be supplemented at one time.

2. Examination and approval: after receiving the application materials submitted by the accepting institution, the examination and approval issuing institution will issue ordinary passports in the name of the Exit-Entry Administration of the Ministry of Public Security for those who meet the conditions for issuance; Do not meet the conditions, it shall explain the reasons in writing to the applicant, and inform the applicant of the right to apply for administrative reconsideration or bring an administrative lawsuit according to law.

3. Certificate-making: The certificate-making institution shall complete the certificate-making work within the time limit stipulated by the exit-entry administration department of the provincial public security organ.

Conditions for handling passports

Citizens go abroad for non-official reasons such as going abroad to settle down, visit relatives, study, obtain employment, travel and engage in business activities.

In any of the following circumstances, the exit-entry administration of the public security organ shall not issue an ordinary passport:

1, without People's Republic of China (PRC) nationality;

2. Unable to prove identity;

3. Practicing fraud in the application process;

4, was sentenced to punishment is serving a sentence;

5, the people's court informed that there are unresolved civil cases can not leave the country;

6. Belonging to the defendant or criminal suspect in a criminal case;

7. The relevant authorities in the State Council believe that leaving the country will cause harm to national security or cause great losses to national interests;

8. If a citizen is subject to criminal punishment for obstructing the administration of the country (border) or is repatriated for illegal exit, illegal residence or illegal employment, the exit-entry administration department of the public security organ shall not issue an ordinary passport within six months to three years from the date of completion of the punishment or repatriation.
